Description

NA This is a combined synopsis and solicitation for the following commercial items: PROMOTION AND ADVERTISEMENT FOR THE PUERTO RICO AIR NATIONAL GUARD. This solicitation includes the following but not limited to: Advertisement for the PR Air National Guard Re cruiting Program, it should includes production of all material for the promotion, to include the art work. CLIN 001 is the advertising of a Billboard with the logo of the PR AIR NATIONAL GUARD on Five different locations trough the Metropolitan are of Pue rto Rico for the period of five months starting the 01JUL02 and ending the 30NOV02. CLIN 002 is for the Promotion and presentation in ten (10) Public Schools System including flyers literature and presentation. Synopsis and solicitation is prepared in acco rdance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitat ion is issued as a request for proposal (RFP). Submit written offers (oral offers will not be accepted), on RFP DAHA70-02-R-0006. All Statement of Need and Evaluation Factor requirements must be met as they appear in this notice. This procurement is being issued as 100% SMALL BUSINESS SET-ASIDE. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14 and Defense Acquisition Circular 91-13. The provisions at FAR 52.212-1, Instructions to Offerors--Commercial Items, applies to this solicitation. The provisions at FAR 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The clause at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. Specifically, the following clauses cited are applicable to this solicitation: FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-36, Affirmative Action for Handicapped Wor kers; FAR 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; FAR 52.222-42, Statement of Equivalent Rates for Federal Hires 52.222-48. Specifically, the following clauses, cited are applicable to this solicitation: The clau se at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.224-1, Privacy Act Notification and FAR 52.224-2, Privacy Act, applies to this solicitation. The provision at FAR 52.215-1, Instructions to Offerors--Competitive Acquisitions applies to this solicitation. Award will be based on technical capability and past performance equal to lowest price, responsible offer. The Government intends to evaluate and award without discussions on this procurem ent.
