Description

The Internal Revenue Service (IRS) intends to issue a purchase order on a sole source basis to RISEBusiness, 722 12th Street, NW, Washington, and DC 20005, under the authority of FAR 13.106-1(b)(1). This requirement is in support of the IRS "New Initiatives for Start-Up Businesses Strategy" and is for (1) unbiased, qualitative and quantitative research/data analysis and (2) marketing/dissemination strategy of issues impacting the formation and growth of small and emerging businesses. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all interested non-partisan, non-profit, 501(C)(3) tax exempt parties may identify their interest and statement of capability to respond to this requirement. All responses received within 10 days from the published date of this synopsis will be considered. No solicitation will be issued, therefore, all requests for the solicitation will be considered non-responsive. All responses and questions must be made IN WRITING by mail, email or facsimile. Responses over 10 pages in total will not be accepted by facsimile. Verification of receipt of fax and email transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. If no responses are received, an award shall be made to RISEBusiness. SPECIAL NOTE: DoD Central Contractor Registration (CCR) is required prior to receipt of award.
