- NAICS Code: 541620 NAICS: 541620 The US Environmental Protection Agency (EPA) intends to negotiate on a sole source basis with Perrin Quarles Associates, Inc. (PQA) of Charlottesville, VA for contractor support for analyzing Electronic Data Report (EDR) submissions and submission requirements in order to recommend revisions that are needed to the EDR. This work is in support of the Office of Air and Radiation's Office of Atmospheric Program's Clean Air Market Division. PQA has worked to develop many of the Agency's electronic review tools including EDR. Therefore, Perrin Quarles Associates, Inc. will provide the most timely, cost-effective means of completing this project. This notice of intent is not a request for quotation (RFQ) for competitive quotes. A determination by the Government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.
