- NAICS Code: 514191 THIS IS A SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. The Request for Quote (RFQ) number is RFQ-RT-02-00691 and the solicitation is being issued as a Request for Quote solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07. The Environmental Protection Agency (EPA) anticipates that the contract will be awarded as a result of other than full and open competition. The circumstance permitting Other than Full and Open Competition Justification is FAR 6.301-2, "Only one responsible source and no other supplies or services will satisfy Agency requirements." A firm-fixed-price purchase order is anticipated to result from the award of this solicitation. Award will be made using Simplified Acquisition Procedures. The period of performance is expected to be from October 1, 2002 through September 30, 2003. The Environmental Protection Agency intends to award a sole source contract to Dialog Corporation, 11000 Regency Parkway, Cary, NC 27511 for renewal of subscription services for unlimited access to Dialog databases for the EPA, Research Triangle Park, NC site. EPA believes that Dialog is the only vendor capable of satisfying these subscription services because of their exclusive rights to many research and scientific databases which is necessary for EPA's research effort, including but not limited to, Automotive Engineering, Bioethics Line, CAB Abstracts, CHEMTOX Online, Current Biotechnology Abstracts, Drug Data Report, Drug Information Fulltext, Health Devices Alerts, IHS International Standards, National Newspaper Index, Newsletter Database, World Reporter, and Tablebase. NAICS No. 514191 applies and the size standard of $18M in average annual receipts over the last three years. The following FAR provisions (which can be downloaded at the following site: http://www.epa.gov/oamrtpnc/spclaus/index.htm) apply to this solicitation: 52.212-1, Evaluation-Instructions to Offerors- Commercial. All Offerors are to include with their offers a completed copy of provision 52.212-3, Offeror representations and Certification-Commercial Items. The following FAR clause applies to this acquisition: 52.212-4, Contract Terms and Conditions-commercial Items. The following additional FAR clauses which are cited in clauses 52.212-5 are applicable to the acquisition: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; 52.219-14, Limitation on Subcontracting; 52.222-26, Equal Opportunity, 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-36, Affirmative Action for Handicapped Workers: 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; 52.225-3, Buy American Act - Supplies. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice to Sandra Clark at the above address for consideration by the Agency. Responses must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. If no affirmative responses are received within 15 days of this notice, the Government will proceed with the procurement of these services with Dialog Corporation. See Numbered Note(s) 22 and 26.
