- Description
- NASA/MSFC plans to extend its Institutional Services (IS) contract on a sole source basis. The IS contract furnishes the necessary management, personnel, equipment and materials (not otherwise provided by the Government) to provide institutional services at MSFC located in Huntsville, Alabama. The work can be broken down into the following elements: Project Management, Transportation and Special Equipment Services, Supply and Equipment Management, Equipment Maintenance and Repair, Mail Service, and Food Service. The current contract completion date is September 30, 2002, and the services defined above will be continued for up to six months (a three-month base period with three one-month options) through March 31, 2003. NASA/MSFC intends to purchase the services defined above from Cortez III Service Corporation pursuant to FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). This extension will allow NASA/MSFC sufficient time to complete the follow-on recompetition for the IS contract (which is in process) and transition to the successor contract. Safe, efficient operations, as well as timely support to users, are key factors in the work under the contract. Given the duration of this extension, no other sources could be expected to take over for the period specified and be expected to perform at an acceptable level due to the training requirements and complexity of the functions involved in performing the job. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the Response Date identified in this notice. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses, is solely within the discretion of the Government.
