Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for QTY. 2 - EACH LINE ITEM 1. Matlab Software to be used for hardware-in-the-loop control development. 2. Simulink Software to be used for hardware-in-the-loop control development. 3. Stateflow: event-driven modeling and simulation tool to be used for hardware-in-the-loop control development. Integrates with Simulink Software. 4. Control System Toolbox: Tools used with Matlab for control development. 5. DSP Blockset: Provides digital signal processing block elements to be used with Simulink in control development. 6. Real-time Workshop: C Code generator for Simulink. C Code ports to DSP controllers for control development. 7. Signal Processing Toolbox: Collection of Matlab functions to process signals for control development. 8. Stateflow Coder: Generates C code for event-driven models developed in Stateflow. Integrates with Simulink. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Mathworks, Three Apple Hill Drive, Natick, Massachuettes, 01760-2098. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION is 10 U.S.C. 2304 (c)(2). NASA GRC Control and Dynamics Branch currently utilizes MATLAB software tools to conduct research into methods of control for various components of aircraft gas turbine engines. This software gives GRC the variety and flexibility needed to quickly develop control methods and will only work with the current hardware-in-the-loop control development experiments. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on Friday, July 5, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
