Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for Interactive Design Language (IDL) Software Renewal Maintenance and Technical Support for one year. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Research Systems who is the only responsible source and no other supplies or services will satisfy Agency requirements. The IDL is a complete computing environment for the interactive analysis and visualization of scientific and engineering data. The maintenance and techical support needs to be renewed to receive upgrades of the software, new manuals, and technical support. IDL software packages currently being utilized by NASA LaRC personnel are marketed exclusively by Research Systems. It would take substantial duplication of time and money for another company to customize their software necessary to meet the government needs and these costs are not expected to be recovered through competition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on June 27, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
