Description
The National Institute of Standards and Technology (NIST) is seeking a qualified firm to provide Architect-Engineer Services with Emphasis on Civil and Structural Engineering. The Indefinite Delivery - Indefinite Quantity Task Order Contract will have a 12-month period of performance with renewal options for 4 additional 12-month periods. A firm-fixed-price will be negotiated for each task order. The contract will have a $4,000 annual minimum and a $2,500,000 maximum over of the life of the contract. The proposed contract is 100% set aside for small business concerns (See Numbered Note 1). NAICS Code 541330. Size Standard: $4 million annual receipts (average annual gross revenue for the last 3 fiscal years). NIST is a research and development (R&D) facility with 36 buildings located on a 232-hectare site in Gaithersburg, Maryland. The majority of the buildings are of brick exterior construction and are approximately 34-39 years old. The NIST site has approximately 264,506 g.s.m. (2,847,209 g.s.f.) of floor space including R&D, office, and service areas. Projects include the evaluation, renovation, modification, replacement, and upgrading of buildings, structures, and services. The work includes field investigation, surveying, and document preparation. Document preparation includes engineering feasibility studies, conceptual designs and reports, contract drawings and specifications, design calculations, cost estimates, and project schedules. Specialized qualifications include experience in the evaluation and refurbishment of building structural systems especially in terms of a campus type or similar large-scale facility. The principal field of professional expertise required will be the structural evaluation and repair of building systems, although some projects may require HVAC, civil, and architectural capabilities. Criteria to be evaluated in the selection for award include: (1) Recent specialized experience of the proposed design team on building civil and structural projects and contracts, (2) Professional qualifications of the present staff and consultants, (3) Recent federal design experience for structural building projects, (4) Ability of the firm to respond to specific tasks within the required time frame, and (5) Location of the firm within the general geographical area of the NIST, Gaithersburg, MD campus. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Services Questionnaire for Specific Project. This is not a request for proposals.
