Description
The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Barringer, of Warren, NJ, for acquisition of one (1) Tabletop Trace Explosive Detection System. The system will be used in the Surface and Microanalysis Science Division, at NIST, to study the fundamental processes involved in the detection of trace explosive particles in support of research to improve and calibrate airport security devices that is being conducted in conjunction with the Transportation Security Administration (TSA).*****Installation and training at the NIST laboratory shall be included.*****A one-year, on-site (at NIST laboratory) warranty on parts and labor, excluding consumable items, shall be included*****Sole source determination is based on the need for a unique thermal desorption-gas chromatograph-ion mobility spectrometer system. The ability to thermally desorb the explosive particles into a gas chromatograph before analysis by ion mobility spectrometry is a critical requirement for determining the fundamental mechanisms involved in trace explosive particle detection. The Barringer system is uniquely qualified to meet the Government's needs, as it is the only known company able to provide the type of combined instrument described above.*****Delivery shall be FOB Destination, Gaithersburg, MD, and is required within three (3) weeks or less after receipt of purchase order (ARO).*****The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 Employees.*****No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by June 27, 2002, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.*****
