Description
The Centers for Disease Control and Prevention (CDC) contemplates the award of an indefinite-delivery/indefinite quantity (IDIQ) task order contract for services in support of the CDC Tuberculosis Epidemiologic Studies Consortium (TBESC) established October 2001. The TBESC Monitoring and Quality Assurance contract will develop and manage a monitoring/tracking system, evaluate adherence to appropriate research protocols and standards, regulatory compliance, accurate protocol implementation, internal quality management, and document error resolution. In addition, the contract will provide education and training in areas specified by the Government as appropriately related to TBESC. The TBESC was established and designed to build the scientific research capacities of state and metropolitan TB control programs, participating laboratories, academic institutions, hospitals, and both non- and for-profit organizations. In the spring of 2001 twenty-two sites successfully competed for and gained membership in TBESC; 20 sites are located in the United States and two are in Canada. Collectively, the sites are charged with designing, conducting, and evaluating programmatically relevant epidemiologic, behavioral, economic, laboratory, and operations research concerning the identification, diagnosis, prevention, and control of active TB disease and latent TB infection. One of the first major functions of the TBESC members will be to develop a national, comprehensive TB research agenda that will provide a framework for future areas of research. The research agenda will be guided by the Institute of Medicine Report, Ending Neglect: The Elimination of Tuberculosis in the United States (2000). Specific multi-site and multi-year research projects are funded by individual task order contracts to consortium members. The contemplated contract to be awarded in support of the TBESC will consist of a performance period for one base year and eight (8) additional one-year periods of performance. The solicitation will be available on or about June 28, 2002. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date.
