Description
The National Cancer Institute(NCI), Laboratory of Human Carcinogenesis(LHC), Center for Cancer Research, plans to procure the services for the examination of 796 cytogenetic slides produced from an on-going lung cancer case-control study, Project#Z01-BC-0579405 which started in 1998 with BioServe Biotechnologies, 1050 West Street, Laurel, Maryland 20707. The Laboratory of Human Carcinogenesis is studying mutagen-induced chromosome breaks and lung cancer risks, the assay assesses the chromosomal breaks and alteration in survival cures related to caffeine exposure. It is critical to the research of the LHC to continue with BioServe Biotechnologies to ensure consistency and not permit experimental varialbes within the research of the LHC. BioServe Biotechnologies is the only source known to the Government that can provide this service without changing the existing variables. The Government intends on entering into a sole source contract with one(1) base year and two(2) additional option years. However, if any interested party believes it can meet the above requirements, without changing variables, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capabililty statements must be received in the contracting office no later than 1:30 PM EST on June 20, 2002. This action is pursuant to 41 USC 253(1) and in accordance with FAR Part 12.102(c)commercial items purchased under the test program. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. No collects calls will be accepted.
