SIMPLIFIED ACQUISITION PROCEDURES DATE: JUNE 13, 2002 REQUISITION NO: 02M009259 INTENDED SOURCE: INTERNATIONAL SOCIETY FOR TRAUMATIC STRESS STUDIES (ISTSS) PERIOD OF PERFORMANCE: DATE OF AWARD THROUGH 12 MONTHS PURPOSE: THE DEPARTMENT OF HEALTH AND HUMAN SERVICES, SUBSTANCE ABUSE AND MENTAL HEALTH SERVICES ADMINISTRATION (SAMHSA), CENTER FOR MENTAL HEALTH SERVICES, THROUGH THE PROGRAM SUPPORT CENTER, PLANS TO AWARD A SOLE SOURCE SIMPLIFIED ACQUISITION TO THE INTERNATIONAL SOCIETY FOR TRAUMATIC STRESS STUDIES (ISTSS). CLOSING DATE IS JUNE 28, 2002. THE SPECIFIC OBJECTIVE OF THIS PROCUREMENT IS TO SUPPORT THE NATIONAL CHILD TRAUMATIC STRESS INITIATIVE OF SAMHSA IN TERMS OF CLINICAL ASPECTS, ESPECIALLY AS IT RELATES TO PUBLIC POLICY AND THEORETICAL FORMULATIONS OF CHILD TRAUMA. ISTSS IS DEDICATED TO THE DISCOVERY AND DISSEMINATION OF KNOWLEDGE ABOUT POLICY, PROGRAM AND SERVICE INITIATIVES THAT SEEK TO REDUCE TRAUMATIC STRESSORS AND THEIR IMMEDIATE AND LONG-TERM CONSEQUENCES. SOLE SOURCE DETERMINATION IS BASED UPON THE CONTRACTOR'S EXPERIENCE AND EXPERTISE IN RESEARCH, CLINICAL STRATEGIES, PUBLIC POLICY CONCERNS AND THEORETICAL FORMULATIONS ON TRAUMA IN THE UNITED STATES AND AROUND THE WORLD. THE CONTRACTOR WAS FOUNDED SPECIFICALLY AROUND TRAUMA, AND ITS PROFESSIONAL, MULTI-DISCIPLINARY, GLOBAL MEMBERSHIP AND FOCUS ON CONNECTIONS BETWEEN SCIENTIFIC RESEARCH AND CLINICAL PRACTICE. THE PROPOSED SIMPLIFIED ACQUISITION IS FOR SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE (FAR 6.302-1). A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED SIMPLIFIED ACQUISITION BASED UPON RESPONSES TO THIS NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSES OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
