ANNOUNCEMENT FOR NATIONAL TEST EQUIPMENT CALIBRATION SERVICES SCREENING INFORMATION REQUEST (SIR) DTFA-02-02-R-12267 On or about July 1, 2002, the FAA will solicit proposals, on an all or none basis, for the on-site calibration of various FAA owned test, measurement, and diagnostic equipment (TMDE), located at an estimated 1350 facilities throughout the continental United States, Alaska, Hawaii, South Pacific, and the Caribbean. These sites are located within one or more of the FAA?s nine regions. This equipment is utilized to maintain operational capability of the National Air Space System, and is critical to ensure a high level of safety for the flying public. Accordingly, it has been determined that only firms meeting the following minimum pre-qualification criteria will be solicited: 1. Have established field offices/service centers in strategic locations throughout the U.S. 2. Currently have ISO 9002 certification. 3. Currently own or have the financial and technical capability to acquire a fleet of eleven (11) mobile calibration facilities (MCF), that are ISO 9002 certified. All eleven (11) MCF?s must be operational no later than September 16, 2002. 4. At a minimum, 90% of the calibration personnel assigned to this contract must be Precision Material Equipment Laboratory (PMEL) certified. 5. MCF?s must have the capability to calibrate TMDE from DC to 26.5 GHz. 6. Calibration services must be traceable to the National Institute of Standards and Technology (NIST) and meet ANSI/NCSL Z-I-1994. 7. Have continuously satisfactorily provided calibration services, similar in scope, for at least the past two years. 8. Have the capability to calibrate 95% of FAA site equipment with MCF?s. The resultant contract will include a base year and four 1-year renewal options. These options may or may not be exercised, at the sole discretion of the FAA. This acquisition contemplates a phased approach. This, the initial phase, involves the announcement of the requirement in order to permit firms an opportunity to express an interest and demonstrate that they meet all of the above-specified pre-qualification criteria. Only those firms responding to this announcement, and who are determined to have met all of the criteria, will be allowed to participate in the next phase. The FAA reserves the right to no longer consider on this acquisition, firms which fail to respond, firms which respond incompletely, or firms which respond with any information found to be verifiably false. The remaining phase(s) of the down select process will be identified in future communications with those firms that successfully respond to this public announcement. As a result of market analysis, the following firms have been identified as potential offerors: Agilent Technologies, Tektronix, Raytheon Service Company, John Fluke Company, Sypris Test and Measurement, and Verizon. Interested firms, who can comply with and meet the requirements addressed in this announcement, should respond by June 19, 2002, in writing, with supporting documentation that conclusively demonstrates that they meet all of the above-specified criteria.
