- This is a Pre-Solicitation notice for a full and open competition. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. The Government anticipates issuing a Solicitation on or about 06/27/02 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 07/30/02, with an estimated award date of 09/30/02. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments. The Federal Highway Administration (FHWA) has a requirement to continue conducting desired activities using lithium-based technologies, identify and document its benefits in transportation structures, and provide guidance to the state agencies and local government for the use of lithium-based technology to mitigate alkali-silica reactivity (ASR) in new and existing concrete. On a task order basis, the contractor shall: 1) Prepare a plan for future activities for the lithium technology program, 2) Conduct research addressing the mitigation of ASR in new and/or existing concrete, 3) Develop detailed guidelines, specifications or other products based on the results of the lithium technology program, 4) Prepare technology transfer and materials and information regarding lithium technology for the public, and 5) Prepare documentation related to the lithium technology program. The FHWA anticipates that the resulting contract will be an indefinite delivery/indefinite quantity, cost-plus-fixed-fee, option year (including one-year base period and (4) one-year option periods) contract. The estimated period of performance is 60 months. The NAICS code for this solicitation is 54171, Research and Development in the Physical, Engineering, and Life Sciences.
