- Description
- The U.S. Army Tank-automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, New Jersey, 07806-5000, is currently seeking qualified sources with the capability to conduct research on corrosion prevention and measurement technologies. TACOM-ARDEC, in order to better address corrosion issues for the U.S. Army in the Pacific Theater of Operations (PTO) is assembling a Pacific Rim Corrosion Research Program (PRCRP). This will involve a variety of climates and of which the U.S. Army has a large presence in terms of land holdings, facilities, materiel and personnel. What is specifically required is to address corrosion resistance of metal-matrix composites, electronic components, ceramic films and the relationship between metal and composite parts. In addition, identification of corrosion mechanisms, methods of corrosion protection and inhibition and the development of corrosion test protocols relevant to the PTO will be conducted. The research will entail laboratory corrosion studies, field studies in the natural environments, and correlation between the two. Background ? Throughout the PTO, and especially in Hawaii, losses due to corrosion are particularly high and can compromise the combat readiness of the Pacific forces. Much of the Army?s materiel is moved within the PTO from location to location and as a result is exposed to a wide range of climates such as, temperate, frozen alpine, rain forest, and desert as well as marine and volcanic environments. The effects of exposure to such diverse climates and environments and the corrosion mechanisms affecting Army materiel are not fully understood. To address this, the PRCRP mission is threefold: First, to study corrosion effects on several materials such as metal-matrix composites, ceramic film coatings and electronic components. Secondly is to study them in climates found in the PTO as described above and third, is to correlate the data found in the laboratory tests to tests made in the actual climate conditions found in the PTO. An applicant will be required to submit information on the following: A. Personnel - What is required for the contract recipient is to have knowledge and expertise on corrosion prevention and control technologies along with a demonstrated track record on previous DOD efforts in this area. The applicant shall possess sufficient personnel to manage, operate and support a real-world corrosion research facility; conduct research & development activities, process modeling, collect and analyze production and environmental data, maintain instrumentation, and effect technology transfer of generated data in accordance with non-disclosure and proprietary data agreements with the government, industry and academia. B. Dedicated Research & Development Facilities ? Laboratory facilities and capabilities for the qualitative and quantitative analysis of corrosion of metals, composites, electronic components from Army and DOD sources. The applicant shall make available to the PRCRP, on a non-interference basis, the facilities and capabilities for making a full range of research on corrosion prevention. Also required is for real climactic data to be generated within geographic confines of the PTO. C. Technology Transfer ? The applicant shall possess the ability to create and maintain a reporting system to report test results and effect the widest dissemination of test data. The applicant shall demonstrate that their personnel have expertise in technical report writing, internet website technology management and dissemination, formal technical presentations, and the presentation of program technologies and accomplishments at technical exhibitions and trade shows. Accomplish technology transfer and outreach to the DOD and its contractors, the Army user community, and the defense industry to share the results of the research efforts. D. Experience ? Applicants can submit any other information that describes their organization?s primary mission; how you are organized to accomplish corrosion R&D; your organizations? strengths and weakness in accomplishing the PRCRP mission; information, which briefly describes any corrosion research projects; and a list of any recommended military installations, universities, other government agencies, or industry contacts you would suggest to be contacted to support your application.
