- NA Description: THIS NOTICE IS NOT INTENDED TO SOLICIT INTEREST FROM NEW CONTRACTORS FOR THIS RFP, BUT TO NOTIFY POTENTIAL SUBCONTRACTORS OF THE PRIME CONTRACTORS SELECTED TO PARTICIPATE IN THE SECOND PHASE OF THIS TWO-PHASE DESIGN BUILD PROJECT. Phase One has concluded and offerors have been selected to proceed to Phase Two. Scott, Guernsey Solutions, L.L.C, 5555 North Grand Blvd, Suite 200, Oklahoma City, OK 73112 (405) 416-8400. Phase Two documents will be issued on or about 12 June 2002. Phase T wo proposals will be due on or about 22 July 2002. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at https://ebs.sas.usace.army.mil/ . Description of Work: This solicitation is for the design, permitting, site preparation and construction of a Soldier Service Center at Fort Stewart, Georgia to provide a one stop processing facility for those agencies and activities involved with the personnel activities associated with in and out pr ocessing, retirement processing, transition processing, mobilization processing, and deployment of soldiers and their families. The facility is required to accommodate Army Community Services, Transportation, Directorate of Human Resources, Public Affairs, Housing, and Veterans Affairs. The facility will have state of the art communications technology, fiber optic cable and the latest computer equipment capable of rapidly reporting data base strengths. This project will be procured using the two-phase desi gn-build selection procedures set forth in FAR 36.3. This project shall be designed by registered architects and engineers employed by or subcontracted by the successful contractor. The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal, conforming to the solicitation, offers the ?Best Value? to the Government, price and technical factors considered. The estimated cost of the project is between $5,000,000 and $10,000,000. Network Analysis will be required. Notification of amendments will be through use of the Internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
