Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. Please read the entire synopsis. The Naval Air Systems Command, Patuxent River, Maryland Manpower, Personnel and Training Department (AIR 3.4) is the responsible agent for two of ten elements within the Integrated Logistics Support (ILS) process. The services provided will be training related analyses, studies, investigations, research, modeling and simulation and scenario development. It will also allow for refurbishment and/or corrective maintenance of trainers, design of modification kits for trainers and relocation support for trainers. AIR 3.4 is seeking eligible small business firms capable of providing support of fleet manpower, personnel and training (MPT) development. The North American Industry Classification System (NAICS) code applicable to this requirement is 541614 with a size standard of $6.0M. The training program support service needs include but are not limited to: Analysis of training effectiveness; logistics engineering investigations and technical analysis; employee development and training management analysis; training related research and analysis; training program analysis; modeling and simulation support in the areas of evaluations, investigations, and scenario development; refurbishment and/or corrective maintenance of trainers; design of modification kits for trainers; and, relocation support for trainers. All contractor personnel and subsequent facilities performing under the proposed contract must be capable of obtaining a SECRET level security clearance upon notification that such clearance is required. Requirements will include providing services to the following locations: Naval Air Systems Command (NAVAIR), Patuxent River, MD; Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD; Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ; Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA; Naval Air Warfare Center Weapons Division (NAWCWD), Point Mugu, CA and Naval Air Warfare Center Training Support Division (NAWCTSD), Orlando, FL. The anticipated contract type will an Indefinite Delivery Indefinite Quantity (IDIQ) task order type contract with a period of performance to include a base period and option years. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research of Industry to determine potential small business contractors who have the skills, experience, qualifications and knowledge required to support the above requirements. Please include a short statement of the company?s ability/history with this type of effort, the name and telephone number of a company representative that can be contacted, the small business size, and the company?s address. The total capability submission should be no more than five (5) pages.
