Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. The Naval Air Systems Command, Patuxent River, Maryland, Manpower, Personnel and Training Department (AIR 3.4) is the responsible agent for two of ten elements within the Integrated Logistics Support (ILS) process. AIR 3.4 is seeking eligible small business firms capable of providing products for manpower and personnel training development. The North American Industry Classification System (NAICS) code applicable to this requirement is 541614 with a size standard of $6M. The requirement is designed to provide for the Manpower and Training Products that are required for various Milestone Decisions throughout the Acquisition Process. The requirement also includes updates that are required due to a major ECP's and that are not necessarily in conjunction with the Milestone Decision. The services that would be provided are Manpower Estimate Reports (MERs), Navy Training Systems Plans (NTSPs), Manning Documents and Training Requirements Systems Documents. This requirement has governing instructions, performance specifications and/or handbooks that explain how the documentation is to be developed. The services include but are not limited to research, evaluation, and analysis to identify manpower and training system concepts to support major weapon systems, equipment, and programs; research and analyses resulting in Navy Training Systems Plans, Manpower Estimates Reports; reports providing alternative Manpower Personnel, and Training (MPT) system concepts; resource requirements; and the development and performance of MPT specific training and management of the MPT databases. Requirements may require the contractor to fly in U.S. DOD aircraft, Coast Guard aircraft, or foreign military aircraft in order to perform specific training functions. Contractor personnel shall be qualified in accordance with the requirements set forth in OPNAVINST 3710.7x. The anticipated contract type will be Indefinite Delivery /Indefinite Quantity task order contract with a period of performance to include a base period and option years. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research of Industry to determine potential small business contractors who have the skills, experience, qualifications and knowledge required to support the above requirements.
