Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. The Naval Air Systems Command, Patuxent River, Maryland, Manpower, Personnel and Training Department (AIR 3.4) are the responsible agent for two of ten elements within the Integrated Logistics Support (ILS) process. AIR 3.4 is seeking eligible small business firms capable of providing training products and/or instructors. The North American Industry Classification System (NAICS) code applicable to this requirement is 541614 with a size standard of $6M. The requirement is designed to provide Training Products and Instructors that are required for traditional, computer aided, computer based, web based, just-in-time, on-the-job, and performance support system training courseware and related products. The services will include courseware and related products that will be delivered via paper media, CD, DVD, VHS as well as totally electronic via the web. Instructors will be for stand-up instruction and/or computer aided instruction on both training and simulators. This requirement has governing instructions, performance specifications and/or handbooks that explain how to develop the products in order to introduce them into the approved CNET or NAMTRA training pipelines. Development shall be in the following areas: needs assessments utilizing instructional systems design/training methodologies; courseware development to include all types of media; stand-up instructors for both formal classroom and on-the-job training; Naval Aviation Training Operating Procedures (NATOPS) development; and Foreign Military Sales (FMS) training requirements. Requirements may require the contractor to fly in U.S. DOD aircraft, Coast Guard aircraft, or foreign military aircraft in order to perform specific training functions. Contractor personnel shall be qualified in accordance with the requirements set forth in OPNAVINST 3710.7x. All personnel performing work under the proposed contract must be capable of obtaining a SECRET level security clearance upon notification that such clearance is required. The anticipated contract type will be Indefinite Delivery /Indefinite Quantity task order contract with a period of performance to include a base period and option years. THIS SYNOPSIS IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine the adequacy of potential small business sources prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Additionally, this announcement in no way commits the Government to issue a solicitation. The requested information is to assist the United States Navy in conducting Market Research of Industry to determine potential small business contractors who have the skills, experience, qualifications and knowledge required to support the above requirements.
