Description
OBJECTIVE: To improve the S-3 reliability, maintainability, and supportability by providing requisite engineering support to complete the problem analysis, design, and proof testing of solutions for current system problems, and to support the technology insertion of the demonstrated solutions into service. BACKGROUND: The S-3 Class Desk is tasked with the responsibility of maintaining the structural integrity of the S-3. Currently, one problem that has impacted the reliability, maintainability and supportability of the S-3 fleet is the HCF cracking problem in the engine inlet. This problem has also impacted the S-3?s ability to meet mission requirements. The S-3 Class Desk contacted the Naval Air Warfare Center Code 4.3.3.2 to support the effort to solve this problem. The Government technical Program Management for the engineering tasks shall be performed by 4.3.3. SCOPE: 1. The contractor shall review all existing relevant data from the Navy pertaining to the engine inlet to determine the operational requirements for a potential damping design. 2. The contractor shall perform a series of instrumented rap tests on a actual #-3 engine inlet hardware to determine if resonant vibration of the inlet structure is consistent with the field failure experience and to determine if the dynamic response of the engine inlet substructures is similar to operational units. All testing is to be performed at North Island Naval Air Station. The contractor shall be given access to at least three engine inlets with the outer skin removed, three inlets with the outer skin attached, and three engine inlets installed on S-3 aircraft. The contractor shall perform rap testing on each test article to determine the frequencies and damping levels of the current structure. 3. Based on the results of 1 & 2, the contractor shall develop a preliminary damping design concept including specific materials, thickness, and application areas. No fabrication or validation of the dampening design is to be performed. 4. The contractor shall participate in all progress meetings and in a final review. An engineering specification shall be developed for the dampening system including application/installation process sheets. 5. The contractor shall provide program and delivery order management in accordance with the SOW. No special management processes are required. The Government Technical Management shall be handled by NAWC 4.3.3, which shall provide oversight on all technical tasks. PERIOD OF PERFORMANCE: The period of performance for the funded tasks is estimated at 5 months post award. DELIVERABLES: 1. A118---Contractor Progress, Status and Management Report. The contractor shall provide monthly engineering status reports to include the status of the project and a summary of expenditures for the current month and cumulative months. 2. A133---Scientific and Technology Report. The contractor shall provide a final report containing all studies and test results. 3. A002---Conference Minutes. Progress Review and Final Review Meetings shall be held. A formal agenda is not required although the subject of the meetings shall be provided in advance. Minutes shall be prepared and maintained by the contractor. The content of the meeting may include the discussion of any information that may have an impact on the performance of the task. Formal minutes shall be prepared within fifteen (15) days following the meeting. SPECIAL CONSIDERATIONS: 1. SECURITY---The contractor shall not require access to classified information during this task. 2. FACILITIES---Performance of this task shall require work on-site at North Island Naval Air Station and PAX. The government shall provide the contractor with a workspace and access to shop, line and other facilities as required and when possible. This announcement IS NOT a Request for Proposal (RFP), nor does the Government intend to pay for any information/items submitted in response to this notice. Responses shall be submitted by June 24, 2002. This notice does not commit the Government to awarding a contract. All responses will be kept confidential and will not be binding for the Government or the contractor.
