- Description
- The Naval Air Warfare Center Weapons Division (NAVAIRWARCENWPNDIV) is seeking industry interest in clinical counseling services. The announcement is not a Request for Proposal, but is a sources-sought announcement to identify interested sources for information and planning purposes only. This announcement is open until 3:00 PM Pacific Time, 28 June 2002. The North American Industry Classification System (NAICS) is 624190 with a Size Standard of $6M. The Government is currently pursuing converting the counselor positions from contractor to Government positions. If this is approved, the RFP and/or contract may not be issued. The Government reserves the right to make this requirement a set-aside. If a contract is awarded for this effort, the Government anticipates a Fixed Price contract using FAR Part 12, Commercial Items for duration of five (5) years (1 basic and 4 option years). However, contract type and duration could change. The clinical counseling services will be performed at the Fleet and Family Support Center, Naval Air Weapons Station, China Lake CA. The counselors would be responsible for providing direct clinical and support services for an estimated caseload of approximately 30 clients each. Direct clinical support is typified as: Intake Screening, Intake Assessment, Diagnosing with DSM-IV, Treatment plan, Case Notes, Referral Systems, Case follow-up and case closure. Support services are typified as: Development and control of case records, Case logs, Reports, Quality control, Training, writing or preparing class materials, articles and accreditation. The Government anticipates that there will be a Chief of Clinical Services or Clinical Supervisor. This individual must have exposure to or experience in military lifestyle. Additionally the Government anticipates that there will be a Clinical Counselor. Both counselors shall provide professional assessment, clinical counseling, crisis intervention and referral services to military personnel and their dependents. The counselors shall conduct training and consultations with command personnel, military and civilian agency representatives in issues relating to Fleet and Family Support Center. The counselors shall hold a Doctorate or Master's degree in Social Work, or Marriage and Family Therapy, or a Doctorate in Psychology from an accredited institution as detailed in SECNAVINST 1754.7. The counselors shall have a current, valid and unrestricted clinical license or certification from the State to provide independent clinical care in the fields of Social Work, Marriage and Family Therapy or Psychology. The counselors shall have engaged in two years full time, post-masters supervised clinical experience and have two years post-licensure full-time clinical experience in clinical setting. The counselors must be able to understand and communicate in the English language both written and orally in order to communicate with diversified groups. The counselors must be proficient at a minimum with the following software programs: Windows, Microsoft Office, Microsoft Outlook, File Maker and Lotus Notes. The counselors must currently have passed or be able to pass the federal and state criminal history background checks. Proposed submissions of interest and/or statements of capability in the areas mentioned above should include the following information, taking into consideration that the information submitted may not be used for a procurement action: (1) A reference to the schedule number N68936-02-R-0070 and title Clinical Counseling Services; (2) Company Name and Address; (3) Company's point of contact name, phone, fax and e-mail; (4) If a U.S. or Foreign company; (5) Company size (Small or large according to NAICS 624190 with a size standard of $6M; (6) If your company is a Small Business, specify if your company is or is not each of the following: a. Small Disadvantaged Business, b. HubZone business, c. Women-Owned Business, d. 8a Business; (7) An outline of previous projects, specific work previously performed or being performed; (8) Any other specific or pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. Contractors should appropriately mark any data that is proprietary or has restricted data rights.
