- MODIFIED: Phase I has concluded and offerors have been selected to proceed to PHASE II for the subject RFP. Phase II Plans and Specifications will be posted on the website http://esol.navfac.navy.mil. Information concerning the Pre-Proposal Conference and Site Visit date at Barksdale AFB, LA will be published at a later date on the E-sol website and in the Phase II Solicitation Package. THIS SOLICITATION IS ISSUED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. This RFP is for the design and construction (design /build) of a major repair and renovation improvement project at 8th Air Force Headquarters Building at Barksdale AFB, LA with an estimated cost of construction between $15,500,000 and $17,200,000. This three (3) story building recently experienced fire, smoke, and water damage which destroyed much of the third floor of the structure and attic. The basement, first and second floors experienced smoke and water damage. Work includes design and construction for the renovation, repair and interior demolition of the Eighth Air Force Headquarters Building, approximately 100,000 SF (9,290 SM). This contract shall meet SHPPO requirements, require ADA compliance and life safety upgrades. Repairs include a new clay tile roof, new windows, structural analysis of concrete slab flooring, new electrical, mechanical and fire suppression systems and reconstruction of most interior walls. Two-Phase Design-Build Source Selection: The Government will evaluate Proposals using two-phase Design-Build source selection procedures which will result in award of a firm-fixed price contract to the responsible proposer whose proposal, conforming to the solicitation, is the best value to the Government, price and technical factors considered. Phase I of the procurement process shall result in a selection of approximately three to five (3 - 5) of the most highly qualified offerors (design-build firms or teams) based on design-build criteria that includes the following four (4) factors: (1) Past Performance, (2) Small Business Subcontracting Effort, (3) Technical Qualifications, and (4) Management Approach. Phase II: Only those offerors selected in Phase I will be allowed to proceed into Phase II. In Phase II, the Government shall require the competitive field to submit technical and price proposals for the project. Technical Proposal: The Phase II technical proposal will require preparation of the following: (a) A Limited Design solution for the project; (b) Small Business Subcontracting Effort; and (c) Other factors that define the quality of management, design, construction. Price Proposal. The Phase II price proposal will include total evaluated price, such as, evaluation of scope/design options within the Government's published budget for award. The Government reserves the right to: reject any or all proposals at any time prior to award; negotiate with any or all offerors; award the contract to other than the offeror submitting the lowest total price; award to other than the offeror submitting the highest technically rated; and award to the offeror submitting the proposal determined by the Government to be the most advantageous (best value) to the Government. PROPOSERS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVUALUATE PROPOSALS AND SELECT PHASE II OFFERORS WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Proposers should not assume that they will be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR SPECIFICATIONS OR DOCUMENTATION. Phase 1 RFP Issue Date: The Government intends to issue the Phase I Request for Proposals (RFP) electronically by posting it on the NAVFAC website, http://esol.navfac.navy.mil, on or about 15 April 2002. Phase I proposals will be due on 07 May 2002. PHASE II WILL BE ISSUED AT A LATER DATE. Solicitation Registration: Offerors must register themselves on the Internet at http://esol.navfac.navy.mil Registering offerors and plan rooms must provide a complete name, address, phone number including area code, offeror type (prime contractor, subcontractor, suppliers, planholders, etc.), email address and type of business (large, small, small disadvantaged, woman owned, etc.) Registered plan holders for this solicitation in E-sol will receive a courtesy email notification of all amendments for this solicitation posted to this website. Registration for this solicitation, however, does not release offerors from the responsibility of checking the solicitation daily for amendments. It is the responsibility of the prospective offer to check this site daily in order to be notified of any changes to this solicitation. Notification of any amendments to the solicitation will only be made on the website. Amendments will be posted on the E-sol web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE RESPONSIBILITY OF THE OFFEROR TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Offerors must also maintain active registration in the Contractor Central Registration (CCR) in order to participate in this procurement. The website for CCR is http://www.ccr.gov Phase II RFP, including the plans and specs, will be posted on the NAVFAC web site for viewing and downloading, although the download time may be excessive.
