- Description
- The Bureau of Alcohol, Tobacco and Firearms intends to negotiate a Sole Source procurement with the United Nations, New York, New York for conference services, interpreters, translators, conference facilities, and personnel. This award will be made utilizing FAR part 13.5, Simplified Acquisitions Procedures. Award will be based on meeting the requirements listed in the statement of work following this paragraph. NO telephone inquiries will be accepted. NO solicitation will be issued. STATEMENT OF WORK INTERNATIONAL CONFERENCE ON ILLICIT TOBACCO TRADE The Bureau of Alcohol, Tobacco and Firearms (ATF) will be hosting the International Conference on Illicit Tobacco Trade (ICITT). This will allow government officials from 191 countries with tax administration, customs, and other law enforcement experience to discuss issues of mutual interest concerning the illicit tobacco trade, establish or enhance partnerships and coalitions, exchange information, identify ?best practices? to combat illicit tobacco trade, and possibly provide the impetus for further informal conferences. The specifics of the services and facilities are provided below: I. Conference Space a. The UN shall provide Conference Room 4 for the General and Plenary Sessions and Conference Rooms 5 and 6 for the working group sessions. These rooms shall be made available on July 30, July 31 and August 1, 2002 from 8:00 AM until 6:00 PM each day. The UN shall ensure that all three rooms have the equipment necessary to conduct meetings in the six designated languages. Such equipment shall include (1) a projecting device to allow delegates to see text and to keep track of proposed amendments to the text and (2) a device that helps delegates keep track of the time they have the floor. The UN shall provide this equipment in room 4 on July 30, 31, and August 1 and in rooms 5 and 6 on July 31. b. The UN shall provide an ?Alphabet? Room to serve as a command center for the conference Secretariat. This room shall be equipped with at least four local and 1-800 phone lines, one photocopier, one facsimile machine and one dedicated phone line (T-1 or ISDN) for Internet access. In addition, the ?alphabet room should include tables and chairs for at least 12 persons. II. Conference Personnel The UN shall provide 3 Conference Officers and 3 Documents Distribution clerks for the duration of entire conference. III. Interpreter Services The UN shall provide teams of interpreters, equipment and facilities necessary to communicate conference discussions in six languages, Arabic, Chinese, English, French, Russian and Spanish. Each team shall be able to communicate in all six languages. Teams shall be provided in accordance with the following schedule: a. July 30 and August 1: One team of translators from 10 AM to 1 PM and from 3 PM to 6 PM in Conference Room 4. b. July 31: Three teams of translators from 10 AM to 1PM and from 3PM to 6PM. i. one team in Conference Room 4. ii. one team in Conference Room 5. iii. one team in Conference Room 6. III. Translation of documents: The UN shall translate the 10-page Pre-Session document package, consisting of the White Paper, cover letter, and agenda, into Arabic, Chinese, French, Russian, and Spanish. The UN shall provide the translated document package in camera-ready form to the World Health Organization (WHO), no later than June 25, 2002. Printing and distribution of the Pre-Session Document is to be accomplished by the WHO. IV. Summary Records: The UN shall provide a summary record in the ?Floor? language and English for the conference session to be held on July 30 and August 1. The summary record shall be provided as a written document and a tape recording. Summary records are not required for the sessions to be held on July 31. V. Security and Grounds Passes: a. The UN shall provide security guard services for the conference to include access control, screening, and identification checks b. The UN shall provide grounds passes to conference delegates to allow delegates access to UN service areas such as the cafeteria. VI. Reception Area: The UN shall provide the use of the main lobby area to the UN for a reception from 6:30 p.m. to 8:30 p.m. on July 30, 2002.
