Description
Notice of Intent to award a purchase order to Foster and Freeman, USA, LLC for a VSC-2000/HR (Video Spectral Comparator) and an Electrostatic Detection Apparatus (ESD). The Financial Management Service (FMS) intends to solicit and award with only Foster and Freeman, USA, LLC. Interest parties may identify their interest and capability to respond to the requirement. This notice of intent is NOT a request for competitive proposals. However, all responses received by the closing date of this announcement will be considered by the Government. A determination by the Government not to compete with this proposed award based upon responses to this notice is solely within the discretion of the Government. Firms who believe they can provide the required equipment are invited to submit an affirmative response within 5 days of the publication date of this notice. An affirmative response shall include literature, brochures, and other such information corresponding to the required items, which demonstrates the capabilities of the offeror's equipment. Some of the system specifications for the VSC-2000/HR are as follows: High resolution digital 3xCCD color video camera with 1360x1024 pixel output and 400 to 1000nm spectral response; Image display via 21 inch SVGA; Zoom magnification ranges of 2x to x20 and x7 to x70 on the standard 53cm (21 inch display monitor); Thirteen high pass imaging filters in the visible and near infrared, with thresholds at 570, 590, 610, 630, 645, 665, 695, 715, 735, 780, 830, 850 and 1000nm, plus a broad band visible pass filter (400-700nm); Continuous interference imaging filter with an average bandpass of 40nm over the wavelength range 400 to 1000nm; Image integration, improves sensitivity to weak luminescence, choice of on-chip integration. The ESDA system is manually controlled; capable of producing high contract, black & white images from paper and card up to A4 size; having greater sensitive than oblique lighting; producing permanent 1 to 1 transparencies; responding only to indented writing (ignores visible script); and non-destructive leaving document uncontaminated.
