Description
The U.S. EPA intends to negotiate on a sole source basis with SRI International, Menlo CA, for the development of laser methods of quantifying air toxics under the authority of FAR Part 6.302-1. This requirement for the ORD/NRMRL/APPCD at RTP, NC, includes testing, designing, fabricating, validating and delivering requisite systems. The requirement is for performance testing of a two-color, Jet REMPI system which is unique in that it must include the ability to rapidly switch between the detection of multiple compounds without operator intervention or adjustment and it must be tested and calibrated using multiple highly chlorinated dioxin and furan congers. Additionally, it must be designed to allow for rapid replacement of components with limited operational lifetimes and provide an easy means of exchanging ion extraction optics and pulsed gas valve. The U.S. EPA believes that only SRI International is uniquely qualified to meet this requirement as it has worked extensively in this area since 1985 and is the only domestic organization currently applying jet-REMPI to the detection of highly chlorinated dioxins and furans. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to establish its assertion. The documentation must be submitted to the POC within 15 days of the electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 15. The anticipated award date is 9/30/02. See numbered note 26.
