Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Offer (RFO) for: Item 1: Qty. 1, Real time cell voltage and resistance measurement system for PEM fuel cell and electrolyser stacks, Item 2: Qty 1 Documentation. Item 1: The Contractor shall furnish a Real time cell voltage and resistance measurement system which shall meet the following requirements: 1.) Accommodate stacks of up to 80 cells 2.) Read voltage and resistance of all cells simultaneously a.) Voltage resolution within one millivolt b.) Voltage accuracy / repeatability within +/- one millivolt c.) Resistance resolution within one ten-thousandth of an ohm d.) Resistance accuracy / repeatability within +/- 1 millliohm 3.) Measure update rate ( all cells ) once per second or faster 4.) PC compatible w/RS232 serial data link 5.) Compatible with Dynaload electronic load 6.) Include software interface to Dynaload 7.) Include detailed electrical interface specifications Item 2 Documentation The Contractor shall furnish 1 set of operator handbook(s) and instrument manual(s)with Item 1. The provisions and clauses in the RFQ are those in effect through FAC 01-06. The NAIC code and the small business size standard for this procurement are 334515 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to NASA Glenn Research Center is required within 10 weeks ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by June 20, 2002:4:30 p.m. GRC local time and may be mailed or faxed (if not more than 10 pages) to NASA Glenn Research Center, 21000 Brookpark Road, MS 500-306, Cleveland, OH 44135, (216) 433-2480 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, description of items offered per 52.212-1, and be signed by an authorized company representative. Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a Offer. NASA is not responsible for non-receipt of faxed offerors due to mechanical malfunctions or other reasons. Offerors shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin. Offerors must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. Unless otherwise stated in the solicitation, for selection purposes, technical, price, and past performance are essentially equal in importance.
