- NASA, Goddard Space Flight Center's Wallops Flight Facility (GSFC/WFF) intends to issue a Draft Request for Proposal (DRFP), on or about 26 June 2002 and the final RFP on or about 9 September 2002 for performing the operation and maintenance of the National Scientific Balloon Facility (NSBF) and engineering services to support the NASA Balloon program. NASA's concept for this activity is for the contractor to make continuous improvements for greater efficiency while maintaining a high level of services for NASA. The goal of this activity is to create a responsive and effective contract structure that aligns industry's abilities with the GSFC/WFF Mission 2005 Plan. It is anticipated that performance will be for a minimum of four years and a maximum of ten years commencing on March 1, 2003. NSBF is a Government-owned facility located in Palestine, Texas, with a permanent balloon staging facility at Fort Sumner, New Mexico. The Contractor will be required to provide facility operation and maintenance for the NSBF, operational balloon flight support including launching, tracking, and recovery of scientific balloons and payloads, and engineering services for operational support, quality control, and balloon research and development, located at the NSBF, Goddard Space Flight Center (GSFC), Wallops Flight Facility (WFF), Wallops Island, VA, and at the Contractor's facility. WFF anticipates the award of a "performance based" contract for these services. The DRFP is being issued to solicit industry's comments on the requirements, planned terms and conditions of the proposed contract, instructions for proposal preparation, and evaluation approaches. Potential offerors are specifically requested to identify unnecessary or inefficient requirements and any barriers to the implementation of the contract in a cost effective, performance-based manner. The proposed contract type is anticipated to be Cost Plus Award Fee with Indefinite Delivery/Indefinite Quantity (ID/IQ) provisions The provisions and clauses in the DRFP will be the most current. This procurement will be a full and open competition. The DPAS rating for this procurement is DO-C9. All comments on the DRFP must be submitted electronically to the contracting officer James.R.Dolan.1@GSFC.NASA.Gov by close of business July 10, 2002 or close of business 14 calendar days after the DRFP is released. The Government intends to hold a pre-solicitation conference and site visit (Palestine, Texas) on July 17, 2002. The Government plans to issue the final RFP on or about September 9, 2002 with an anticipated proposal due date of October 24, 2002. The Government through the use of the DRFP, the pre-proposal conference and site visit intends to maintain the schedule and expects industry to voice all concerns, issues and questions in the period prior to the final RFP. The Government intends to award based on initial offers. The Government does not intend to hold discussions. Comments on the DRFP are not mandatory. The use of any comments received is at the discretion of the Government. In accordance with FAR 52.215-3, Solicitation for Information or Planning Purposes (APR 1984), the Government does not intend to award a contract based on the DRFP, or to otherwise pay for information solicited or provided. An ombudsman has been appointed. See Internet Note "B". The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will be in ASCII Text, Microsoft Office Suite (Word 6.0, Excel 5.0, Power Point 4.0) and/or Rich Text Format (RTF) and will reside on a World-Wide Web (WWW) server , which may be accessed using a WWW browser application.
