Description

The Pension Benefit Guaranty Corporation seeks to award a sole source contract to W & A Associates to obtain services of a technical analyst to provide support, including business process analysis, implementation analysis and implementation plan development for PBGC?s Ariel initiative. The purpose of the Ariel project is to develop and implement parameter-driven benefit calculation software to improve customer service as well as security and internal controls. Ariel will result in the early availability of estimates, a rapid response to customer inquiries, a web capability, multi-level access security, audit trails and self-documenting change control along with simplifying the valuation process, shortening valuation time and reducing valuation costs. The intended contractor holds extensive knowledge of the PBGC business processes most directly affected by Ariel and has a demonstrated, high-level of capability in the disciplines of business process analysis, implementation analysis and implementation plan development, all requirements for supporting Ariel implementation. The intended firm is uniquely qualified as a result of years of experience working with PBGC in similar engagements and as a result of it?s in depth knowledge of the Ariel project and its intended result. The PBGC knows of no other firm with these unique qualifications and capabilities. The period of performance is estimated to be four years. The proposed contract is for services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. This is a notice for intent to award a sole source contract and is NOT a request for proposals. See Numbered Note 22.
