Description
The Health Resources and Services Administration (HRSA) intend to negotiate under FAR Part 13 - SIMPLIFIED ACQUISITIONS PROCEDURES on a sole source basis with the Pacific Institute for Research and Evaluation (PIRE) 11710 Beltsville Drive, Suite 300, Calverton, MD 20705-3102 to provide expert technical assistance to the HRSA's Bureau of Maternal and Child Health Bureau to implement Public Law 106-174 through its Poison Control Program, HRSA plans to carry out the intent of Public Law 106-174, the Position Control Center Enhancement and Awareness Act, to improve the financial stability of Poison Control Centers (PCCs), strengthen prevention and treatment services and improve access to quality position control. Services. This acquisition is to provide technical assistance, training, and information to individual PCCs, to staff from regional or national groups of PCCs engaged in common activities, and to stakeholder organizations and agencies. The contractor must have special expertise in gathering information in many areas including: cost-per-call data, updated general PCC grantee data; status of PCC certification grantee progress; PCC funding sources issues and PCC outreach and education efforts. PIRE has developed propriety software, which allows it to analyze incidence and cost data using two-injury cost modeling systems. Any other organization would have to replicate this software before they could start work. This replication would be a substantial duplication of cost that would not be recovered through competition. Therefore, PIRE is the only responsible source without substantial duplication of cost to the Government under authority 41 U.S.C. 253 (1), as set forth in FAR 6.302-1 (B) (1).
