Description
The Office of Woman Health/Office of Public Health and Science (OPHS) through the Program Support Center (PSC), Division of Acquisition Management (DAM), has a requirement to provide professional services in developing and implementing a Model Mentorship Program, as well as, provide technical assistance in the areas of administration and program development for women at risk or living with HIV/AIDS in rural and urban areas. The contractor shall act as a mentor to community-based and women organizations? in order to enhance their capacity to delivery HIV primary and secondary prevention services to minority women in both urban and rural environments. The contractor shall develop a model ?Organizational and Program Development Plan? or Model Mentorship Program that provides technical assistance to new or developing community based organizations that provide services to women, particularly minority women at risk or living with HIV/AIDS. The Contractor shall assist with other community based organizations in rural and urban areas in their efforts to develop or expand in the areas of site operation and women centered programs. The Contractor shall customize a development ?Plan of Action? with other community based organizations in order to increase and enhance HIV/AIDS services to women living in rural and urban areas. The Government anticipates making three (3) separate fixed-price awards utilizing FAR Part 13, Simplified Acquisition Procedures and will incorporate provisions and clauses in effect through Federal Acquisition Circular 01-06. The simplified acquisition threshold is $100,000. The period of performance for each award will be twelve months after purchase order awards. In accordance with FAR 5.102(a)(1), the solicitation will be made available electronically on or about 15 days from the date of this publication. The internet address for downloading the solicitation is http://www.fedbizopps.gov. Any notification of changes to the solicitation (amendments) will be posted on the internet. Interested parties are responsible for monitoring the site to assure that they have the most up to date information regarding this acquisition. The anticipated release date for the solicitation is July 1, 2002.
