Description
The U.S. Marshals Service (USMS), Department of Justice intends to contract with Endependence Center of Northern Virginia (ECNV) for personal assistance services for up to two physically challenged USMS employees. This procurement requires the services of individuals that are experienced with word processing software packages, general office automation, minimum typing speed of 40 wpm, good communication skills as well as skilled in personal services assisting the physically disabled in areas at a minimum such as proper infection control techniques, appropriate oral hygiene, correct hand washing techniques, providing assistance with medical adaptive appliances, dressing and undressing assistance, assistance with elimination needs, assisting with blowing of nose, ability to transfer employees from wheel chair to vehicles and vice versa, transport of employees using proper equipment, assist in emergencies and calls for professional medical assistance, etc. ECNV is the only vendor that has been identified as capable of providing the requisite qualified individuals due to insurance liability concerns by the vendor community. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that a fixed price contract will be awarded for a base year with four twelve month option periods. Telephone calls will not be accepted.
