Description
NA The Volpe National Transportation Systems Center intends to issue a competitive 8(a) set-aside solicitation to obtain Environmental Remediation services for the Libby Asbestos Remediation Project in Libby, Montana. The contractor may be required to remove and dispose of asbestos contaminated soil, and material from numerous operable units and residences in Lincoln County, Montana. The contractor may be required to develop health and safety plans, perform abatement (removal or encapsulation) of asbestos contamination within residential homes or commercial businesses, removal of vermiculite materials from the interior of homes or businesses, demolition of asbestos contaminated structures. The services to be performed are an integral part of environmental remediation activities undertaken by the Volpe Center in support of the Volpe Center client, the U.S. Environmental Protection Agency. The contractor will be required to provide environmental cleanup in accordance with Section 104 of the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA) as amended by Superfund Amendments and Reauthorization Act of 1986 (SARA), Subtitle I of the Resource Conservation and Recovery Act (RCRA) as amended by SARA of 1986 and The Clean Water Act, as amended by the Oil Pollution Act of 1990 (OPA). A two year, Indefinite Delivery/Indefinite Quantity contract with Cost Plus Fixed Fee and Firm Fixed Price provisions is anticipated. This solicitation will be restricted to qualified firms under the Small Business Administration(s) 8(a) program . The solicitation will be issued on or about June 26, 2002. The applicable North American Industry Classification System (NAICS) Code for this acquisition is 562910 and the small business size standard is 500 employees. The Volpe Center uses electronic commerce to issue RFPs. Paper copies of the RFP or amendments will not be issued. The solicitation and any document related to this procurement will be available on the Internet; these documents will be available in text format on a WWW server which may be accessed using Web browsers. Offerors desiring to receive electronic notification of the solicitation's posting and availability for downloading may register to receive the notices at the Volpe C enter web site. Contractors are warned that when they register to receive solicitations, amendments, and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the contractor. The Government will make no additional effort to deliver information when the system indicates that transmissions cannot be delivered to the email address provided. NO HARD COPIES of the solicitation will be issued. Telephone requests will not be honored. This notice is for informational purposes for minority, women-owned, and disadvantaged business enterprises. The Department of Transportation DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has an assistance program available to minority, women-owned, and disadvantaged business ente rprises to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
