- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: proposals are being requested and a written solicitation will not be issued. The NAICS is 334119. The US Army TACOM-ARDEC, Picatinny Arsenal, NJ 07806-5000, is soliciting for a commercially available Specialized High Speed Color Video Camera System. This procurement request is for a four (4) camera digital high-speed color video camera system that will be used to evaluate experimental large caliber munitions, weapons, and their components. Each camera will be placed at a maximum distance of 100? apart (Up to 400? between camera 1 & 4). All cameras must be controlled remotely, from a laptop PC, with synchronization between cameras. Each camera must be capable of: 1. Recording at framing rates up to 10,000 frames per second. 2. Resolution of 256 x 256 pixels at 10,000 frames per second minimum. 3. CMOS chip for color digital recording capability. 4. Minimum framing rate of 1,000 full frames per second (1024 x 1024 pixels) resolution. 5. Exposure time: variable, independent of framing rate, down to 10 microseconds. 6. Imager Controllel: FireWire digital interface. 7. Viewfinder and Focusing: via continuous video viewfinder or laptop SVGA monitor. 8. Lens Mount: F-mount or C-mount. 9. Trigger: TTL pulse or switch closure. 10. Syncronization image: TTL pulse. 11. Event Marker: TTL pulse or switch closure. 12. IRIG-B Timing: IRIG-B code, with IRIG-B output. 13.Power: 110-volt input. 14. Network: Via FireWire digital interface (IEEE 1394). 15. Display: Continuous video viewfinder. 16. Memory: 1-second integral memory per camera at framing rate of 10,000 frames per second. 17. Syncronization of the 4 cameras to start and stop recording simultaneously. 18. Acquisition: Image capture, IRIG-B timing & standard time annotation. Field of view & focus. Sample rate & aspect ratio selection. Shutter speed. Histogram. Brightness & Contrast adjustment. Trigger modes. Continuous record. Save & recall setups. 19. Analytical Playback: Immediate playback of cine. Variable playback speeds in forward or reverse, including freezeframe and endless loop. Timing data display with each image. 20. Nonvolatile storage of recorded images. 21. Measurements: Linear and angular velocity measurements. Displacement, Velocity, RPM. 22. Image Processing: Smooth, sharpen, pseudocolor, negative image, brightness, contrast. 23. Lens: 28-70mm f/2.8 zoom lens (F mount). 70-200mm f2.8 zoom lens (F mount). 14mm f/2.8mm lens (F mount). 24. F Mount to C Mount adapter. 25. Glass FireWire remote control unit. 26. Portable Laptop Network Controller w/FireWire Interface for 4 camera operation. 27. 1000? of armor shielded glass optical fiber. 28. Minimum of 2 days training in the set-up and use of the system. 29. 2 copies of Operating manuals. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-07. A single award will be made to the responsible offeror whose offer is determined to be the best value to the Government based on Technical, Past Performance and Price. To be determined to be technically acceptable the offeror must furnish detailed product literature that clearly shows the product offered meets all requirements stated in the specifications. The offer will be determined to be technically acceptable based on in house technical evaluation. Evaluation of each offer?s technical proposal will include a test demonstration of the system?s capability. Qualification to demonstrate will be based on product adherence to the aforesaid Government specifications. A test demonstration will be requested from those qualifying offerors two (2) weeks after solicitation closing. A minimum of 2 cameras will be demonstrated. The cameras will be synchronized via the manufacturer?s software and PC. The test demonstration will be conducted at the US Army, ARDEC, Weapons & Munitions Evaluation Team?s test range(s). The demonstration will be under actual test conditions, to determine the System?s capability, i.e. resolution, framing rate, synchronization of the cameras, recording time, maximum separation of cameras, and ease of operation. For Past Performance, Offerors shall furnish three references of sales made for same or technically comparable systems which are currently in the warranty periods (i.e., within the past year) and three references of prior sales for same or technically-comparable systems currently beyond the warranty periods (i.e., over a year ago). FAR provision 52.212-1, Instructions to Offerors - Commercial Items applies with addendum to Para (b)(5): Offers shall provide a warranty which at a minimum shall be for five (5) years covering parts and labor from the date of installation of the complete system. Acceptance of equipment will be made at destination. Delivery of the system shall be 45 days after contract award. Provisions/Clauses: Offerors are required to complete and include a copy of the following FAR provisions with their proposals: 52.212-3, Offeror Representation and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items, 52.232-33, Payment By Electronic Funds Transfer Central Contractor Registration. Additionally, DFARS provisions 252.212-7000, Offer Representations and Certifications Commercial Items; 252.209-7001, Disclosure of Ownership or Control by the Government of a Terrorist Country; and 252.247-7022, Representation of Extent of Transportation By Sea; apply. DFARS clauses 252.204-7004, Required Central Contractor Registration; 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items incorporating FAR clause 52.203-3, Gratuities; apply. Failure to provide any of the documents requested in this notice may render your proposal unacceptable and ineligible for an award. Offers shall be submitted on official company letterhead and include a CAGE code and DUNS number. Offers shall be received at the contracting office no later than 4 PM EST 15 July 2002. The contracting office is not responsible for incomplete, late, lost, misdirected or postage-due mail or for any technical malfunction, lost/delayed data transmission, omission, interruption, deletion, defect, or line failure in connection with any telephone network, computer equipment, software or any combination thereof. Award shall be made to the offer whose proposal represents the best value to the Government. Technical, Price Risk and Past Performance shall be subjectively compared to determine the combination that is most advantageous to the Government and an award shall be made on that basis. The Government reserves the right to make award to other than the lowest priced offers or to other than the offer with the lowest Proposal Risk rating if the PCO determines that to do so would result in the best value to the Government.
