Description
NA The Army is soliciting competitive proposals for a five (5) year Indefinite Delivery Indefinite Quantity (IDIQ) contract. This solicitation is being advertised on an UNRESTRICTED basis inviting full and open competition. The applicable NAICS Code is 3364 13. The scope of work includes full production and support of the Air Warrior (AW) Microclimate Cooling System (MCS), which is comprised of a Microclimate Cooling Unit (MCU) with Control Bypass Assembly (CBA) and a Microclimate Cooling Garment (MCG). Pro duction minimum quantity: 358 MCUs and 531 MCGs; Maximum Quantity: 10,000 MCUs and 14,000 MCGs. In addition, purchase, inspection, and delivery of AW MCS purge and fill kit (Part Number 4700, CAGE Code 38921) is included with a minimum quantity of 50 an d a maximum quantity of 410. Support efforts include contractor logistic and supply support, provisioning, training, maintenance, engineering studies and evaluations. Contract type will be firm fixed price and will include over and above provisions for m aintenance support and engineering services/studies to support the submission of Engineering Change Proposals (ECP) necessary to implement a change to the final production configuration. MCU manufacturer will be considered prime with MCG manufacturer as s ubcontractor. Prior to the manufacture/delivery of the first lot of production articles, delivery of five (5) production representative MCUs will be required to support Government conduct of aircraft level Electromagnetic Compatibility Tests. In addition , there will be requirements for a First Article Test, Quality Conformance Tests and Inspections, and a Physical Configuration Audit that will be used to establish the final production configuration. A Draft Request For Proposal (DRFP) will be issued on o r about 2 Jul 02 via electronic mail. When responding to this notice, please provide your name, title, company information and address, and the e-mail address to which you desire the DRFP sent. The DRFP will be provided in the Uniform Contract Format, le ss Sections L and M, and will include Product Performance Specifications for the MCU and MCG, a Statement of Work (SOW), Document Summary List, and Contract Data Requirements List (CDRL). The Government will also provide (as reference material) Technical Data Packages (TDP) for the MCU and MCG (drawings, parts list, bill of material) and logistics data (Interactive Electronic Technical Manuals (IETM), training). Bidders may build to the Government-provided TDPs or build a system capable of meeting as many of the functional requirements as possible of the Product Performance Specifications. Building to the TDPs will meet MINIMUM acceptable baseline requirements. The Army's intent is to procure already developed items and not enter into extensive qualifica tion. All questions relating to the DRFP are to be submitted in writing to karen.vincenc@redstone.army.mil, or via facsimile transmission to (256) 955-0261 by close of business (4:00 p.m. Central Standard Time) on 10 Jul 02. A pre-bidder's conference wil l be held in Huntsville, AL, on or about 16 Jul 02, at which time DRFP questions and answers will be provided in package format to all attendees, along with a program overview, hardware display and demonstration, and discussion of interface requirements. Interested parties will be provided time, location, and agenda information regarding the pre-bidder's conference as soon as that information is available. Attendees at the pre-bidder's conference are cautioned that the Government will not wait for anyone who is late or lost and will not hold another pre-bidder's conference. Release of a formal RFP is scheduled on or about 16 Aug 02. Offerors' proposals will be due on or about 16 Oct 02. The basis of award is to the offeror whose proposal, conforming to the RFP, will provide the best value and be the most advantageous to the Government, considering cost or price and other factors. Evaluation areas will include Technical, Production, Cost/Price, and Past Performance/Management. The relative importance of the evaluation areas is as follows: Technical is equal to Production, which is greater than Cost/Price, which is greater than Past Performance/Management. So urce selection procedures contained in Federal Acquisition Regulation (FAR) Subpart 15.3 shall be utilized to select the successful offer. Each offeror's proposal will be thoroughly evaluated and award will be made to the offeror whose proposal is judged to be most advantageous to the Government based upon the evaluation criteria set forth in the formal RFP. The Government intends to award this contract without discussions. Therefore, the offeror's initial proposal shall contain its best terms from a cos t or price and technical standpoint. The Government also reserves the right to conduct discussions if deemed necessary to obtain the best value.
