- NA HMMWV Focused Recapitization SOURCES SOUGHT MARKET SURVEY and DRAFT STATEMENT OF WORK The U. S. Army Tank-automotive and Armaments Command (TACOM), PM Light Tactical Vehicle (PM, LTV), Warren, Michigan, invites your comments on the attached Draft Statement of Work (SOW) and your responses to the below Market Survey Questionnaire. This mark et survey is for information and planning purposes only and is not to be construed as a commitment by TACOM-Warren. Our goal is to determine supplier interest in a Focused Recapitization program of the High Mobility Multi-purposed Wheeled Vehicle (HMMWV) to extend useful service life by 10 years. The process shall consist of partial vehicle disassembly, major component remanufacture, and sub-component inspect, repair/replace effort. ? Focused Recapitization will include: 1. Repair or rebuild pre-1990 6.2L engine to post 1990 6.2L engine configuration. 2. Repair or rebuild of the 3L80 Transmission. 3. Repair or rebuild of the front and rear differentials, axles. 4. Repair or rebuild of the Transfer Case. 5. Remove and replace: o Bias tires with radial tires and runflat insert. o 60 amp generator with 100 amp generator 6. Inspect, Repair Only As Necessary (IROAN) which means that the entire truck needs to be inspected and repaired in accordance with the attached Scope of Work. The standard for IROAN repair is listed in TM-9-2320-280-20-1 unless otherwise stipulated in the scope of work. ? An early snapshot of the RFP: o A one-year contract with an option for an additional 3 years o Firm-Fixed Pricing. o An industry day is planned early in the solicitation phase so interested parties can have a look at the representative HMMWVs to be repaired. o All trucks will require a 150-mile road test as well as a one-year warranty. o Electronic Proposal Submission ? We are restrictive in our funding profile and the HMMWV Focused Recapitization program has a cost threshold of $25,000 (FY02 constant dollars) per upgraded HMMWV. The total quantity is 4,372 HMMWVs over 4 years (FY04 through FY07). ? A partnership arrangement with Red River Army Depot (RRAD), Texarkana, Texas may be a consideration for your company. RRAD has an existing work force and facilities capable of this level of repair. ? The seed assets of this program will be among the oldest (15 years plus) HMMWVs in the field. Condition of seed assets will be ?as is complete?. ? Parts demand data on a 20-vehicle sample lot has been compiled from an Army maintenance facility that has refurbished HMMWVs according to a similar scope of work. This data is provided for your reference but should not be construed as a representation o f the exact requirements to complete this scope of work referenced in this survey. Interested parties will have the opportunity to formulate their own estimates during the planned industry day. ? Based on the above information, interested sources shall provide the following: 1. Annual contract quantity is currently estimated to range from a minimum of 500 trucks to a maximum of 12 00 trucks per year. Please respond to the following questions: a. Do you have or can you attain a capacity to perform this recapitization program in the quantity stated above? b. What is your minimum, annual quantity capability? c. Do you have the ability to increase your capability? d. How many seed trucks will you require? e. What is the economic order quantity that would be most advantageous to the Government to acquire? An economic purchase quantity is that quantity at which a significant price break occurs. Please advise if there are significant price breaks at differ ent quantity points. 6. Would you consider a partnering agreement with RRAD? a. If not, what are your concerns? b. If yes, briefly outline the arrangement you would consider. 7.
