- NA The Philadelphia District/Marine Design Center intends to acquire one newly, constructed Steel Towboat to serve the Vicksburg District (CEMVK) in support of their Maintenance and Repair mission on the Lower Mississippi River System, including the Atchafala ya and Red Rivers. The towboat shall be 144-ft long, 40-ft wide, and 11-ft deep. The vessel will support revetment operations by towing the MAT Sinking Unit fleet, which consists of several Quarter Boats and Work Barges. The vessel will also perform channe l patrol and serve as the Vicksburg Harbor fireboat during half of the year. The vessel shall be of all-welded steel construction and designed, built, and classed to American Bureau of Shipping rules for Steel Vessels on Rivers and Intracoastal Waterways. The hull form, general arrangements, propulsion, and steering system configurations have been developed by the Government and are provided as solicitation requirements. The successful offeror shall be responsible to develop the final design of the vessel. The acquisition will be performed under Part 15 of the Federal Acquisition Regulations as a Best Value action. Award will be made to the responsible offeror whose proposal, conforming to the requirements of the soliciation, offers the best value to the Gov ernment. Proposals will be evaluated against the following evaluation factors: TECHNICAL-Past Performance, Similar Towboat Design and Construction Experience, Management, and Technical and PRICE-Price Realism and Price Reasonableness. The technical factors , as a whole, are more important than price; however, price remains a significant factor. The RFP (Request for Proposal) will be available on (or about) Jul. 1, 2002. The NAICs code is 336611 and the size standard is 1000 employees. Solicitation documents will be furnished only via the Web, hard copies will not be available. Offerors may view and/or download the solicitation and any amendments from the Internet at the following address: https://ebs.nap.usace.army.mil/ASP/AdvertisedSolicitations on or after issue date of the solicitation. If any information changes during the advertisement period, offerors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving the sol icitation and amendments. Offerors are responsible for printing paper copies of the solicitation. Bonding is required and liquidated damages will be specified. All contractors must be registered in the DoDs Central Contract Register before award as require d by DFARS 204.7300. Instructions will be included in the solicitation.
