- The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) located in Newport, Rhode Island anticipates placing a Firm Fixed Price (FFP) Performance Based Service Contract (PBSC) that shall be a 100% set aside for small disadvantaged business (SDB) concerns (Numbered Note 4) for the operation of the mail room and mail distribution services for the NUWCDIVNPT campus. The anticipated contract shall utilize Simplified Acquisition Procedures. The contract structure shall utilize a base year with four (4) additional option years. A site visit shall be held on 2002 JUL 09 to allow prospective offerors the opportunity to see the mailroom and the NUWCDIVNPT campus concerning the mail distribution environment. The following information details the procedures information and security regulations necessary to participate in the site survey. A site visit will be held at the Naval Undersea Warfare Center Division, Newport on 2002 JUL 09 at 9:30 AM for a tour of the NUWCDIVNPT Campus and visit to the mailroom in Building 109. All prospective offerors are urged to attend this site visit. Offerors who plan to attend shall submit a visit request at least five days prior to the visit, to the NUWC Division, Newport Security Office, Code 553, Bldg. 80, Newport, RI 02841-5047 and, Offerors may submit their visit requests to the Security Office via telecopier (401-832-4396 at Newport). The telephone number for the Security Office is 401-832-2551. Visit requests will normally be prepared on letterhead paper and shall contain the following information: Name of Individual(s), Social Security Number of each individual, Verification of Citizenship, Purpose of Visit State: Site Visit,, Classification Level of Visit: UNCLASSIFIED , NUWCDIVNPT Point of Contact: Brett P. Griffin, Duration of Visit: 1 Day . Note: The above underlined information is provided for request preparation. Offerors shall not ask questions relative to the solicitation during the site visit. All questions shall be formally addressed to the Procuring Contracting Officer (PCO) Brett P. Griffin. Question submittal deadline is 2002 JUL 15. All questions will be formally answered in an amendment to the solicitation. Questions for the PCO may be sent via telecopier (401-832-4820 at Newport). Site visit attendees shall meet at the NUWC Division, Newport Security Office at the time and place indicated below, from where they will be escorted to the building(s) indicated above for the site visit. 9:00 AM Meeting Time, Meeting Place Bldg. 80. All attendees must abide by the following rules for site visits: (1) No cameras, tape recorders, or other reproduction devices are allowed. No hard copies of any Government documents (maps, hand-outs, etc.) shall be provided to contractors. Contractors are restricted to note-taking. (2) No explanation, remarks, or replies made by Government representatives in response to any inquiries during the Site Survey shall be construed as changing the terms or conditions of the solicitation. The definitive treatment of any such problems or questions shall be by formal RFP amendment. Only the Contracting Officer can change the RFP requirements. (3) Phone calls shall be made on commercial telephones only. (4) Each visitor shall be required to sign in and sign out on the visit, and must stay with the site survey "tour" at all times. No other meetings or discussions with Government personnel shall be permitted. (5) The Government reserves the right to inspect all material, briefcases, etc., entering or leaving Government facilities. (6) Only advance substitutions of contractor personnel are permitted. CONTRACTORS NOT COMPLYING WITH THESE RULES AND PROCEDURES MAY BE PRECLUDED FROM FURTHER SITE SURVEY PARTICIPATION. Our department no longer issues solicitations or amendments in paper form.
