- SEEKING: The U.S. Equal Employment Opportunity Commission (EEOC) is seeking a temporary service firm that can provide one (1) Expert Statistician for the Program Planning and Analysis Division of the Office of Research, Information and Planning (ORIP). Selected expert shall provide assistance in the development of system improvements based on the application of scientific methods to enhance the quality, quantity and timeliness of Commission wide program performance. The services shall be performed during normal working hours starting at 8:00a.m. - 4:30p.m. with a thirty (30) minute lunch break Monday through Friday except recognized government holidays. The Project Monitor will provide oversight for the required services. SCOPE OF WORK This work will include, but is not limited to: employing, sometimes pioneering, sophisticated computer software applications, data modeling techniques, and mathematical principles to conduct program and organizational effectiveness evaluations and studies and to perform comprehensive analyses of administrative enforcement and litigation systems. In addition, the expert shall utilize scientific methods in preparing budgetary forecasts that incorporate workload and staffing scenarios. The expert shall provide assistance, and sometimes initiates, the development and implementation of Commission-wide analyses which very often involve extremely complex, controversial, or sensitive matters. The expert will determine and apply appropriate scientific mechanisms for developing and evaluating options geared towards achieving cost-effective, productive and efficient enforcement methods and processes. In addition, the expert is responsible for the design of scientifically based studies, program and data analyses, and operational procedures. The expert is relied upon to generate ideas for new programs, policies, or approaches, or to consider different and unconventional alternatives. MINIMUM REQUIREMENTS Ability to apply multi-disciplinary and interdisciplinary scientific principles and mathematical methods to study and analyze problems of complex systems to provide advice and insight about the probable effects of alternative courses of action. High proficiency in database collection and management, programming, and the development and use of sophisticated software programs. Ability to use mathematical techniques such as calculus, statistics, numerical analysis, probability theory, linear and dynamic programming, and design experiments. Ability to apply quantitative techniques to solve problems or provide alternative solutions to decision-making officials. Competence in the rigorous methods of scientific inquiry and analysis. Ability to work independently in high profile, sometimes urgent or critical situations demonstrating strong organizations skills, attention to detail, negotiation skills while under pressure, without compromising the quality of analysis. Ability to coordinate the efforts of teams in the analytical aspects of a project to ensure that efforts are properly directed and to assume technical responsibility for the interpretation and application of findings. Ability to apply operations research techniques for mathematical modeling and forecasting. Ability to provide innovation in the selection and/or application of techniques to solve problems, enhance performance, and /or increase efficiency and effectiveness. Ability to think logically. Ability to communicate effectively in preparing and presenting written and verbal information. This includes ad hoc presentations on critical issues within extremely short time frames as well as written presentations concerning on-going requirements for system management efforts. Ability to conceptualize, design, conduct, and synthesize the finding of a wide spectrum of program analyses and assessments required to establish comprehensive decision-making information bases. Ability to work cooperatively with others, within and outside the Division, to carry out the work of analysis and evaluation. WORK TO BE PERFORMED The expert statistician shall report directly to the Division Director who provides a general framework for assignments related to the design and maintenance of management systems and operational procedures. Under general guidelines and instructions as to the broad objectives to be achieved, resource limitations and major problems to be expected, the expert statistician is expected to work independently carrying out assignments and cooperating in team efforts subject to approval of priorities, staff and fund requirements, and modifications to approved schedules. The expert statistician often self-initiates projects due to a high degree of experience and creativity. The analyst is often the most authoritative professional in a particular area within the organization whose work is therefore generally considered to be technically accurate and is not routinely subject to technical review by the supervisor. Review of work is generally limited to administrative matters and the effect of the work on policy decisions. Technical work is generally accepted and incorporated in Division proposal that can have significant Commission-wide impact. The expert statistician is responsible for designing and/or applying mathematical modeling techniques in order to provide guidance and to formulate recommendations to assist Commission decision-makers in identifying, developing, implementing, and evaluating programs and processes which directly impact the Commissions's capacity to achieve its mission. The purpose the work is to enhance the quality, quantity and timeliness in executing ORIP's responsibilities as they relate to the larger mission of the Commission. SPECIFIC REQUIREMENTS Be a U.S. citizen or have proper work papers, and conduct him or herself in a professional manner. Through the application of a variety of operations research techniques the expert statistician facilitates evaluation of Commission enforcement operations and management systems in order to determine their impact on the quantity and timeliness of the Commission's work. The expert statistician is responsible for assisting decision-makers in determining best practices for conducting the business of the Commission, especially as it relates to field operations, by developing models and/or employing existing models for use in preparing operational goals, workload trend projections, and budgetary staffing forecast of important factors and their relationships in order to permit experimentation and augment the process of evaluating system performance and reliability beyond the scope of practical testing. By use of analytical processes involving successive integration of analogies, patterns and relationships, and a continuous cycle of problem formulation, objectives selection, alternatives design, data collection, model building, and cost benefit analyses, the statistician is charged with systematically analyzing Commission programs such as the charge and litigation processes to identify optimizing operational strategies. The expert statistician anticipates and examines problems and determines how best to represent them in such a way that they may be analyzed quantitatively. Relationships between variables are identified in order to design analyses of Commission management and operations systems to determine the benefits of respective systems to program and operational performance. The expert statistician adheres to statutory and regulatory guidelines, as well as valid research concepts and techniques, and sampling and statistical methods. The expert statistician develops analytical and/or mathematical models for use in preparing evaluation criteria, testing sequences, and data collection requirements in order to assess the capabilities of existing and proposed Commission programs and processes in meeting goals and objectives. The expert statistician maintains awareness of state-of-the-art developments in the field of statistical analysis. As needed, and as directed by the Project Monitor, the expert statistician may be required to perform ancillary tasks such as data entry, report drafting and editing, proofreading text and checking numerical data. PERIOD OF PERFORMANCE The period of performance will be from date of award for a period not to exceed 240 workdays. Telephone request for this solicitation will not be honored.
