Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC plans to acquire the following eight (8) items: Item 1) One (1) each Team Corporation, or equal, Catalog No. 52/1.0, Hydrashaker Hydraulic Actuator with the following specs: 2000 lbs. Dynamic Force Output (3000 lbs. Stall Force), 2.0 inch Dynamic Stroke, Single-Piece Fatigue Rated Piston, Hydrostatic Bearings with Low-Pressure Seals, Internal LVDT Position Sensor, Vertical Mounting, Moving Weight of 22lbs. Item 2) One (1) each Team Corporation, or equal, Catalog No. 760-233: MOOG Servovalve with the following specs: 5 GPM Peak Flow at up to 200 HZ. Requires Team Corporation, or equal, Model 2205 Voice Coil Valve Driver. Item 3) One (1) each Team Corporation, or equal, Catalog No. MBP-20; Manifold for MOOG 760-233 Servovalve with the following specs: Direct Mounting of Servovalve to Hydrashaker to Minimize Trapped Oil Volume and Maximize Performance. Item 4) Two (2) each Team Corporation, or equal, Catalog No. A-10; Accumulators, Bladder Type with the following specs: Direct Mounting on the Valve Manifold's Pressure and Return Ports, 10 Cubic Inch Volume, Nitrogen Precharge set at Factory. Item 5) One (1) each Team Corporation, or equal, Catalog No. 1501; Electronic Enclosure with the following specs: Half-Sized Standard 19 in. Rack Fully Assembled and Containing all Electronic Modules. Item 6) One (1) each Team Corporation, or equal, Catalog No. 2205; MOOG Valve Driver with the following specs: Provides Servoloop Control for MOOG Servovalves and Team Corporation, or equal, Hydrashakers, Provides Signal Conditioning and Amplification for MOOG Servovalves; Contains 10 Meter Interconnect Cables, Designed to Mount in Standard 19 in. Electronics Rack. Item 7) One (1) each Team Corporation, or equal, Catalog No. HPS-30AC; Hydraulic Power Supply With These Specs; A) Portable Unit W/ Casters; B) STD Air/Oil Heat Exhanger; C) 30 Gallon Reservoir; D) Pressure Pump Output of 8 GPM @ 3000 PSI; E) 10 Micron Pressure and Return Filters; F) 220/440 VAC, 3 Phase, 60 HZ Power; 80 Per Leg @ 220 V; 45 A Per Leg @ 440 V; G) Shipping Weight: 750 lbs. Item 8) One (1) each Team Corporation, or Equal, Catalog No. HP-20; Hose Set with the following specs: Contains a Set of Hydraulic Hoses to Interconnect the Hydraulic Supply System with the Servovalve, Contains SAE-08 Pilot Pressure, Pilot Return, And Drain, Contains Hoses 10 Meters in Length. The provisions and clauses in the RFQ are those in effect through FAC 01-07. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 33395 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to Marshall Space Flight Center is required within 60 days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:00 CST, July 1st, 2002, and may be mailed or faxed to Koby L. South, (email: koby.south@msfc.nasa.gov); (phone: 256-544-0205); (fax: 256-544-6560); (mailing address: Procurement Office/Mail Code PS24-O/South, Bldg 4666 / NASA-MSFC / Marshall Space Flight Center, AL 35812) and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: MSFC 52.213-91; NFS 1852.211-70, 1852.214-71, and 1852.215-84. Reserve paragraphs (d), (e), (f), (h), and (i) in 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows: MSFC 52.211-90, 52.232-90; NFS 1852.246-71, 1852.223-72; FAR 52.204-4, 52.211-15, 52.211-16, and 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: FAR 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.232-34. Selection and award will be made on an aggregate basis to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed - See NASA Specific Note "B". Prospective quoters shall notify this office of their intent to submit a quotation.
