Description

Notice of Intent to Award a Sole Source Procurement. The U.S. Department of Agriculture, Food Safety and Inspection Service (FSIS) intends to award Firm-Fixed Price Purchase Order contract to Kinetics Thermal Systems (KTS) at 3538 Main Street, Stone Ridge, NY 12484. KTS is to provide the following items. ITEM ONE: LS II Laboratory Scale R&D Lyophilizer Part #LYO3S1P060 the square chamber design features: 3 spacious shelves measuring 11? x 20?; 3 removable bottom trays for maximum heat transfer to product; reliable hydraulic stoppering; visual access to product through acrylic door; vapor through-out maximized by 4? diameter port; additional product protection and control provided by inert gas backfill; reduces need for heat transfer fluid refills with sealed shelf fluid system; rugged 316L stainless steel chamber construction; shelf temperature range of ?70 to +60C; shelf uniformity of +/-.5C throughout system; single frame construction on 4 lockable castors measures 43?L x 33?W x 78?H; and CFC Free. The Refrigeration system features: 2 scroll compressors, 1 2-horsepower and 1 3.5-horsepower, for maximum cooling capacity. The Condenser design features: maximum condensing surface and lyophilization efficiency provided by horizontal, stainless steel coil; efficient hot gas defrosts system in less than 60 minutes; rugged 316L stainless steel chamber construction; 30 liter volume, with capacity of 20L in 24 hours; maximum low temperature of ?85C and CFC Free. The instrumentation features: PLC control package with integrated touch screen computer, auxiliary keyboard and HP Printer; Lyomanager lyophilization software enables system operation in manual or automatic modes. Includes system diagnostics programs and interactive maintenance screens; tight vacuum control from 10-3000 mT achieved through proportioning vacuum control valve; ability to monitor product temperature with 6 Product (T type) Thermocouples; monitors shelf temperature accurately with RTDs on the inlet and outlet of the shelf fluid system; pressure measurement provided by Pirani vacuum gauges on the product chamber and condenser foreline; system safeguards include low voltage, low fluid indicators, condenser overload and power interruption recovery safety loops; electrical requirements 240V/60/50 Hz, 50 amps; additional information provided by line voltage reader and ambient temperature indicator. ITEM TWO: Vacuum Pump, 244 lpm, Part #VP200Q features: Corrosion resistant two stage direct drive; free air displacement of 244 liters/minute; ultimate partial pressure: 10-4 Torr; Gas ballast; sight glass for easy oil level monitoring; 200-230V, 50/60 Hz, 1 Phase. ITEM THREE: Oil Mist Eliminator features: oil mist eliminator for VP100/200 and collects oil exhausted by the vacuum pump. Warranty includes installation and training by KTS factory personnel and covers all repairs and associated expenses, in the first 12 months. Delivery of items will be to Athens, GA. THERE IS NO SOLICITATION DOCUMENT AVAILABLE. The Kinetics Thermal Systems is the only known source that can provide these types of items. All interested concerns must identify their interest in writing and fully document their capability to meet the agency?s requirements by forwarding a detailed response by July 2, 2002. All responses must be in writing and may be faxed to Madonna Langley at (301) 504-4276. All proposals from responsible sources will be considered by the Agency. If no affirmative, written response is received by July 2, 2002, to determine that another source is available, negotiations will take place with Kinetics Thermal Systems.
