Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration intends to negotiate with the University of Georgia/Center for International Trade & Security on a sole source basis in accordance with the authority of 41 U. S. C. 253 (c)(1) only one responsible source. It is anticipated that this requirement will be awarded for a base period of 12-months with two 12-month option periods. This requirement is being issued to provide program support for the Department of Commerce/Bureau of Industry Security/Nonproliferation and Export Control Cooperation (DOC/BIS/NEC). The organization was established in 1994 within the Office of the Under Secretary of the Bureau of Industry and Security (then the Bureau of Export Administration) to support the United States Government (USG) international export control cooperation program directed at reducing the risks associated with the proliferation of weapons of mass destruction by strengthening cooperating countries' national export control system capabilities. Based on its experience managing the U.S. domestic export control system for dual-use items, DOC/BIS supports the State Department funded program by developing and conducting technical exchanges in over two dozen targeted foreign countries that are designed to help them enhance or develop their national export control infrastructure capabilities. The complexities involved in locating and engaging appropriate staff and other resources in this process represent a daunting and time-consuming process. The DOC/BIS/NEC requires assistance from an entity acknowledged by the U.S. international export control community as having expertise and a high level of competency in the field. The purpose of this requirement is to provide support: (1) assessing the status of national export control system capabilities in order to identify deficiencies, and (2) measuring the effectiveness of the technical exchanges that have been conducted to remedy those deficiencies. Such assessments enable the USG to identify priority countries on which to focus export control resources and support Commerce and State Department requirements to conduct overall evaluations of the effectiveness of the USG's international program. In this regard, BIS requires support in defining, gathering, recording and analyzing factors in order to measure the effectiveness of programs under its management. The NEC group requires specialized Contractor support in the following areas: the design of questionnaires to be used for assessing specific BIS activities; the development of a mutually agreed upon methodology and reporting format (drawing on existing and established methodologies) for evaluations of national export control systems; gathering data on selected individual national export control system capabilities; analyzing data and drafting national export control reports; publishing national export control reports using agreed upon methodology; developing, jointly with BIS a methodology for evaluating multilateral events; issuing evaluation reports on BIS multilateral outreach events; compiling national assessments on an agreed upon regional methodology and format; and other activities. Offeror's who believe they can meet this requirement are required to submit in writing an affirmative response from acknowledged entities by the U.S. international export control community as having expertise and a high level of competency in the field. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 45-days after publication of this synopsis. All information in response to this notification must be submitted in writing to the address contained at the header or faxed to 301-713-0809 to the attention of Joel Perlroth, Contracting Officer.
