Description
The National Oceanic and Atmospheric Administration intends to negotiate a sole source contract with VEMCO Limited of Shad Bay, Nova Scotia, Canada for the purchase of 72 each VR2 single channel (69kHz) receivers for identification of coded transmitters and 202 each V8SC-2H single chip coded transmitters (pingers). The VR2 records identification number and time stamp from the acoustic transmitter. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Government believes that VEMCO Limited is the only company that can provide this type of equipment. The single channel receivers and single-chip coded transmitters must be compatible with existing Vemco equipment at the Northeast Fisheries Science Center, including the Vemco VR60 multi-channel receiver. Offerors responding to this notice must provide proof that their equipment will meet the requirements stated herein. This notice is not a request for competitive quotes. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responses received from responsible sources must be submitted in writing to the Contracting Officer within ten calendar days of publication of this notice, and must include, at a minimum, equipment brochures, company literature, plus a list of at least three similar facilities who are currently using the suggested equipment.
