Description
The purpose of this Announcement is to request organizations that manage industrial and/or research and development facilities, including non-profit and educational institutions, to comment on the National Nuclear Security Administration (NNSA) draft ?Model for Improving Management and Performance.? Background. In a February 5, 2002 FedBizOpps notice, NNSA requested that organizations comment on clauses, terms and conditions contained in the NNSA Sandia National Laboratories (SNL) Management and Operating (M&O) contract and provide suggestions on how NNSA could improve its management and performance. Comments were received and taken into consideration in the development of the model. The draft Model. The draft Model can be viewed at the following site: http://www.doeal.gov/new-nnsa-model/. The NNSA encourages Industry and Academia to provide input/comments on the draft Model by July 8, 2002. Please forward written comments to the following e-mail address: nnsamodel@doeal.gov. In your response, please identify an organizational point of contact. NNSA is considering applying this Model across its eight weapons complex sites. A final decision will be announced at a later date. SNL Extend/Compete Decision. The Model effort addressed herein is a separate and distinct activity from the extend/compete decision for the SNL M&O contract. The DOE/NNSA has not decided whether to negotiate an extension of the contract with Sandia Corporation, a wholly owned subsidiary of Lockheed Martin Corporation, or to compete the contract for the management and operation of the SNL.
