Description
This a combined synopsis/solicitation for a commercial item prepared in accordance with format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; and a written solicitation will not be issued. The solicitation clauses and provisions are those in effect through Federal Acquisition Circular 2001-07. The North American Industry Classification System (NAICS) for this acquisition is 339111. This solicitation is a Request for Quotation (RFQ). This is a Brand Name or Equal. This Brand Name or Equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristic of products that will be considered satisfactory to meet the agency requirement. The Food and Drug Administration intends to procure four BAX Systems. The system is an automated genetic-based screening method utilizing the polymerase chain reaction (PCR) that quickly screen samples for target bacteria. The system provides ease of use through automated amplification and detection with results available in less than four hours. Each BAX System cycler/detector comes with a computer workstation, software and printer, one set of verification plates for cycler/detector, two approved heating blocks with inserts and themometer, two capping/decapping tools [cluster tubes, low profile PCR tubes], one multi-channel pipetter 98 channels, 5-50 UL, one repeating pipette, three PCR tube holders, and three cooling clock assemblies [one PCR and two lysis]. Supplies shall include per system: cluster tubes with caps and racks, tips for pipettes, extra PCR tube caps, two fuses, powered-free nitrile gloves, and a BHI broth. Also provided shall be documentation, two days on site training, lab set up, equipment validation, and procedural instruction. Complete warranty statement, return policy and shipping charges for multiple delivery locations (Jefferson, Arkansas and Jamaica, New York). The BAX System is an U.S. registered trademark of Qualicon, Inc. a subsidiary of E.I. duPont de Nemours and Company, Wilmington, DE. The Government shall make award to one contractor offering the Brand Name or Equal. Award will be made to the quoter whose quote offers the best value to the Government with technical, price, and other factors considered. The Government will evaluate information based on the following criteria: 1) Technical Capability factor Meeting or Exceeding the Requirement, Quoters shall include the manufacturer or brand name, make and model for the products, manufacturers sales literature or other product literature which addresses all salient characteristics, which clearly document that the offered products meet or exceed the specifications state above and meet the needs of the Government in essentially the same manner as the brand name. All quoters shall submit the following: Quotation which addresses 1) line items, 2) technical description and/or product literature, 3) description of commercial warranty, 4) most recent published price list, 5) evaluation period, 6) a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications ? Commercial Items which may be downloaded at www.arnet.gov/far; and 7) software licenses, if applicable to this requirement. Offers are due no later than June 26, 2002.
