The National Institutes of Health (NIH), National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), plans to procure a programming service and support contract for modification and enhancement to NCI Iodine-131 Thyroid dose/risk calculator for Nevada Test Site (NTS) Fallout in accordance with the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification Code is 541511 and the business size standard is $18M. Background: Currently, a Web-Based Iodine (I-131) Dose Calculator resides on an NCI server to allow for individuals to estimate their I-131 exposure from nuclear weapons tests conducted from1 951 - 1962 at the Nevada Nuclear Test Site. Major enhancements and modifications for the Dose Calculator are required. The major changes and enhancements are 1) modification of the current input screens and associated programming to allow for multiple residencies and milk consumption diets, for a given year; and 2) implementation of a "thyroid risk" component, providing estimates of NTS fallout-related thyroid cancer risk, given the exposure estimates (with uncertainties) from I-131. NCI seeks programming services and support for the completion of these modifications and enhancements. The specific tasks required are described in the Statement of Work, and in Appendix I and II. Requirements: Contractor must be proficient in Analytica? programming software package. Also, contractor must be proficient in the history of the NCI dose calculator project and have demonstrated expertise in the field of radiation (for example: dosimetry, physics, risk estimation) and other related statistics.
