- Description
- The Department of Health and Human Services (DHHS); Substance Abuse Mental Health Services Administration (SAMHSA); Center for Mental Health Services (CMHS); Division of Knowledge Development and Systems Change (DKDSC), Community Support Programs (CSP), plans to award a sole source simplified acquisition to the Council of State Governments (CSG), New York, NY. The proposed contractor possesses proprietary data and the strategic knowledge to support the analysis of public safety and the rights of persons afflicted with mental illness. The purpose of the requirement is to efficiently and effectively 1)survey the policy issues, 2)identify, define, and document constituency groups addressed within the CSG report and 3) develop a strategy for reaching and working with crime victims, private health and mental health constituents and foundations. The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. No solicitation will be issued. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
