Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; proposals/bids are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ) #0036782. The provisions and clauses incorporated are those in effect through Federal Acquisition Circular #01-07. This solicitation is under the Simplified Acquisition Procedures (SAP) and is a Small Business Set- Aside. The NAICS is 421490 and the business size standard is100 employees. This will be a Firm-Fixed price one time buy, all or none contract. Requirement: Manufacture Edax, Inc. (1 ea) PV8660/00 Eagle II XPL Micro-probe Spectrometer System High Precision Spectrometer with RH x-ray tube. (1 ea) PV8003/01- 20" Super VGA Color monitor with 280x1024 non- interlaced resolution 0.26mm dot pitch. (1 ea) 8014/44 Read/write CD-ROM (in lieu of 40x CD-Rom included in part PV8660/00) (1 ea) PV8662/10 Eagle Image and display (32 bit) Video Image and map Image overlay software, (1 ea ) PV8504/21 Variable x-ray spot size option , (1 ea) PV8652/20 Vision (32 bit) Spectral Mapping. X-ray Spectrometer specifications: High voltage X-ray generator, minimum of 40 watts, computer controlled Rh or Mo microfocus X-ray tube (maximum voltage no less then 40k V, adjustable in 1kV increments; maximum current no less then 1000uA, adjustable), Capable of operating with standard US power, 110 VAC, 60Hz,Glass X-ray capillary optic (high divergence), generating high-intensity X-ray beam of 50um diameter or less, with variable spot size up to at least100um, Si (Li) detector with Be or similar window, liquid nitrogen-cooled, capable of analysis of elements from Na to U, X-ray analyzer data acquisition module with digital signal processing, Spectral resolution equal to or better than 160eV for MnKa at 5,000 cps, Minimum count rate of 90,000 cps on Cu target with 50um spots size, capable of the following lower limit of detection or better in glass matrix using 100um spot size or less: Ti ≤ 60ppm, Fe ≤ 40ppm, and Sr ≤ 25ppm. Sample chamber and movement: Capable of accommodating both small and large, and flat and bulk samples. Minimum sample chamber diameter of 10 inches; minimum length of 10 inches, Operable in air or vacuum, High precision motorized stage with computer controlled movement in three dimensions (X,Y,Z); minimum precision of equal to or better than 10 micrometers, stage travel of at least 100x100x100 millimeters, Vacuum system including pump capable of achieving and maintaining 200 milliTorr, preferred orientation of sample is for it to sit on stage with X-ray tube above sample rather than for the sample to be suspended over it in order to minimize sample loss. Automated system control: Integrated control software to include: Automated control of instrument parameters, x-ray tube, stage movements and video display, including necessary controller boards, cables and connectors for computer. Computer controlled sample positioning. Measurement control, peak identification and labeling, including KLM markers, background fitting and spectral manipulation, such as subtraction and spectral overlays, intensity calculation capability, matrix correction, and quantification by a variety of EDXRF methods including standardless and with single and multiple standards, automated and manual instrument calibration routines, Window-based operating system software, data management software such as Windows Professional Office, image display software for image enhancement, display and multiple map image overlays for visualization and overlay image storage, spectral elemental mapping software for collection of x-ray spectra from a selected sample area at a user-specified pixel resolution, with sample x,y coordinates stored for future location in the video image. Computer hardware to include: Required by X-ray spectrometer system and EDS detector for data acquisition and digital signal processing to include at a minimum: a 600mHz Pentium III PC, Super VGA 20 inches color monitor, read/write CD-ROM for image storage, 128MB RAM, 10GB hard drive, 16MB video RAM, Ethernet card, color inkjet printer, keyboard, graphics mouse, all necessary ports and power supplies for connection to EDS hardware. Video System: BW camera for sample display, minimum of 10x magnification, color camera for sample display, minimum of 100x magnification, video controller board, binocular viewing capability in sample chamber. Installation and Training: Installation and demonstration of performance to specifications, on-site training at installation, follow-up telephonic customer support, free upgrades of operating software over the lifetime of instrument, analytical users training course for one person at vendors's site. Warranty: A Standard Commercial warranty is required. Rapid repair response time ( less than 48 hrs) for warranty and post-warranty services. The above characteristic are intended to be descriptive, but not restricted. Unless clearly marked that the vendor is quoting on an equal the offered item shall be considered as the brand name product referenced in this announcement. If the vendor proposed to furnish an equal product the brand name if any, of the product to be furnished shall be inserted on the proposal. The evaluation of the quotations and the determination as to equality of the product shall be the responsibility of the Government and will be based on information furnished by the vendor. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. To ensure sufficient information is available, the vendor must furnish as a part of his quotation all descriptive material (such as cuts, illustrations, drawings or other information) necessary for the purchasing activity to determine whether the product meets the salient characteristics of the requirement. If the vendor proposed to modify a product so as to make it conform to the requirement of this announcement he shall include a clear description of such proposed modifications and clearly mark any descriptive materials to show modifications. The government reserves the right to request product samples which can be tested for compatibility. FOB-Destination--Quantico, VA. Each offeror shall include a completed copy of the FAR provision 52.212-3-Offeror Representations and Certifications-Commerce Items (Apr 2002). FAR 52.211-6-Brand Name or Equal (Aug. 1999), FAR provision 52.212-2 Evaluation-Commercial Items (Jan 1999). The Government will award to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government, price and other factors considered. The evaluation criteria for this solicitation consist of technical capability of the offered items to met the agency requirements, past performance and price. Technical capability and past performance when combined are significantly more important than price.
