Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. The solicitation number assigned for this request for proposal is CG189-02. This solicitation is issued under the Simplified Acquisition Procedures (SAP) and proposals may be downloaded from UNICOR.GOV web page. This requirement is being issued under the authority of 10 U.S.C. 2304(c)(2) and FAR 6.302-2 Unusual and Compelling Urgency. The announcement constitutes the solicitation and offers are being requested. The solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 97-02. The North American Industry Classification Code is 421830. This is an ALL or NONE firm fixed price-definite delivery, definite quantity contract. The requested item is as follows: Item 0001 ? Pneumatic tool System. Quantity: 1 each. This request is for all materials, equipment and the labor to install a Continuous pneumatic air system with filter regulator lubricators. Equipment must include the following salient characteristics: 2 Rotary Screw Compressors (15 hp minimum); 1 Vertical Air Receiver (240 gallon minimum) Air Powered Screw Guns with Coil Hoses. Each one must be hard mounted to the coil hose (70 minimum); 1 Dryer. Materials and Labor must include: Contractor?s responsibility for the full installation of the pneumatic tool system. Piping must be 8-10 feet of the floor to provide clearance. General Instructions: Contractor needs to supply all equipment necessary to install the system (high lift, etc). System must be tested by contractor and accepted by UNICOR prior to the end of the contract. Must provide training on use of system as well as maintenance of the system along with manuals for use and maintenance of system. Must provide documented standard warranties on equipment, materials and labor. Offeror is required to provide descriptive literature, brand name, make and model number of the machine quoting on. System capacity must be capable of producing and maintaining 490 CFM. Employees installing the tool system will need to submit to an NCIC (background check) prior to the installation of the system. Delivery, inspection and acceptance will occur at the FOB Destination point: Federal Correctional Institution Elkton, Elkton, Ohio. Delivery is no later than 30 calendar days after the receipt of order. The contracting officer?s technical representative is Kevin Shaffer. FAR provision at 52.212- 1, Instructions to Offerors-Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items, offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Item applies to this acquisition; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, applies to this acquisition. Offerors shall submit a signed and dated offer to UNICOR, Federal Prison Industries (FPI), Attn: Bid Custodian, at the address listed below or via facsimile (202) 305-7365. Offers may be submitted on Standard Form (SF) 1449 or letterhead stationary and shall indicate the solicitation number, closing date and time, name, address, and telephone number of the offeror. This will be a firm-fixed price, negotiated contract. The period of performance is 30 days. Award may be made with/without discussions to responsive/responsible offeror whose proposal, conforming to this solicitation will be most advantageous to the Government, considering specification, past performance, price and price related factors. Offeror must hold prices firm for not less than 60 days from the closing date. Offerors are advised to include a completed copy of Provision 52.212-3, Offeror Representations and Certifications--Commercial Items, with your proposal. Any proposal that fails to furnish the required representations and certifications, or which rejects or changes any terms and conditions, may be rejected and excluded from consideration. A written notice of award shall result in a binding contract without further action by either party.
