Description
This is the second modification to this notice. The Coast Guard seeks to award one contract for the procurement of Progressive Structural Inspection Baseline (PSI-B) overhaul services for HC-130 aircraft on an unrestricted basis. The period of performance shall be for a four-year base period, with the Coast Guard maintaining the right to authorize up to an additional 365 days for completion of work inducted prior to contract expiration. The estimated quantities are as follows: CG 1500 Series HC-130 aircraft, estimated quantity of three (3) each; CG 1700 Series HC-130 aircraft, estimated quantity of 12 each. PSI-B services shall be accomplished in accordance with the U.S. Coast Guard PSI-Baseline work specification, which will be provided with the solicitation and specified OEM manuals, data and drawings, U.S. Air Force and U.S. Coast Guard Technical Orders. The Coast Guard can only provide U.S. Coast Guard specific documents. This requirement will be satisfied as a "best value" procurement in accordance with FAR Part 15 and commercial acquisition procedures specified in FAR Part 12. Offerors must possess access to all required U.S. Air Force Technical Orders and Original Equipment Manufacturer (OEM) specifications, drawings and data to include specific load/stress analysis data, historical load analysis data or equivalent strength analysis data peculiar to the HC-130 aircraft as well as any subsequent technical specification revisions issued by the Air Force or the OEM. Request for Proposal DTCG38-02-R-H00003 will be available for download via the USCG Aircraft Repair & Supply Center website on or about 20 June 2002. Because the RFP will be available only on the ARSC website, specific instructions for download will be made available when the document is released. Vendors will be solely responsible for accessing the website to obtain the solicitation and any subsequent amendments; no "hard copy(s)" will be issued. ATTENTION: Minority, Women-Owned and Disadvantaged Business Enterprises(DBEs)! The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
