Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement is a request for proposals and constitutes the only solicitation; a written solicitation will not be issued. The solicitation number is DASW01-02-P-0643. The North American Industrial Classification System (NAICS) code is 611710, Educational Consultants, with a small business size standard of $6,000 ,000.00. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-07 as of April 30, 2002. DESCRIPTION OF WORK: The contractor will prepare a documentary volume in the History of Acquisition in the Department of Defense series and will be similar to work performed under current contracts DASW01-01-P-1109, DASW01-01-P-1110, and DASW01-01-P-1111. The work will be performed during a base year and four option years at the Center of Military History, contingent on the preparation of a suitable project directive and project plan for the volume during the base year. Included in the project plan will be an outline that organizes the presentation into a dozen or more separate sections. The result will be a major scholarly collection focused on the period 1945 to the present in the equivalent of 700-900 typescript manuscript pages, to include introductory and explanatory materials, the appropriate documents and supporting citations, bibliography, and annexes as necessary, all of which will reflect the highest professional historical standards. It should also comply with the Center of Military History?s St yle Manual and be available in an electronic format compatible to word-processing software used by the US Army Center of Military History. Also during the base year the contractor will edit the proceedings of the September 2001 Acquisition History symposi um and support them through the production (copyediting, graphics, printing and binding, distribution, etc.) process at the Center. In addition, the contractor should be prepared to support the overall Acquisition History Project by updating the existing case study and oral history data bases, publishing the project newsletter, managing both the project?s automated data base and its Web site, and providing guidance regarding the development of acquisition hardcopy archives by all project personnel, to incl ude the project?s own oral history transcriptions. As necessary, the contractor will have his products reviewed by other project historians, by the project?s advisory oversight board, and by other members of the defense historical and acquisition communit ies as appropriate, and revise them in accordance with the instructions and schedules of the Center?s Chief Historian. Finally, the contractor will review the work of other project historians as necessary. The contractor will perform these duties primaril y at the Center of Military History and appropriate archival depositories. The contractor will have or obtain through the Center a Secret security clearance. The DD Form 254, Department of Defense Contract Security Classification Specification is require d. TASKS: 1.1 The contractor will edit the proceedings of the September 2001 Acquisition History Symposium, preparing appropriate introductory material and a bibliography and subsequently support the work of the Center?s production division through the publication a nd distribution process. 1.2 The contractor will prepare a project directive and a project plan for the projected documentary volume, with the plan including an outline, suggested sources, and milestones for completion of the volume. 1.3 The contractor will submit a sample concept chapter for the documentary volume or its equivalent for review. 1.4 The contractor will publish (compose, format, draft, revise, distribute) the Defense Acquisition History newsletter periodically. 1.5 Using the proje ct?s existing case study and oral history databases, the contractor will enlarge them to include all relevant acquisition-related case studies and oral histories by either his or her own archival research or that of the project?s author-historians. 1.6 The contractor will maintain the project?s Web site and update it on a quarterly basis with material of interest to the defense acquisition community, especially the schools in the Defense Acquisition University system. 1.7 The contractor will manage the project?s automated data base, reviewing the adequacy of the system?s existing input and retrieval processes, developing a collection plan to support future users, identifying appropriate documents for digitization, and e ntering several documents into the system beginning in the third quarter of the project. 1.8 In line with task 1.7 above, the contractor should be prepared to recommend a larger body of documents for contract digitization. 1.9 The contractor will provide archival guidance to project historians to develop a cohesive hardcopy archival system, reviewing their files with the completion of individual chapters for their compliance, modifying the system as necessary, and using it t o provide additional archival material to support the tasks above. Such archival systems should support both the immediate research efforts of the project historians and the longer-range objective of building the various project archival databases. 1.10 As directed, the contractor will support the quarterly meeting of the Defense Acquisition History Project oversight board with progress reports and oral presentations as necessary. 1.11 The contractor will review and comment annually on up to four draft chapters submitted by other members of the Acquisition History Project, taking about three days for each piece. CENTER OF MILITARY HISTORY: The Center?s Chief Historian, assisted by the Chief, Histories Division, will provide overall direction of the volume, the archival effort, and the other products above. The Center itself will furnish workspace for the contrac t archivist and supporting services (office supplies, reproduction services, internet access, telephone access, identification badges and stickers, and classified storage areas). It will also provide all IT equipment and support required (PCs, printers, c opier, scanners, software) and cover all electric, supply, reproduction, and phone expenses up to an agreed upon and reasonable level. Additionally, the Center has primary responsibility for taking the edited acquisition history symposium proceedings throu gh the publication process and providing overall supervision over the project?s Web site and digitization efforts requiring a separate contract. Finally, the Center will cover any travel expenses associated with the work. This solicitation will result in a single, FIRM FIXED PRICE award. A Best Value Approach will be used for the evaluation. The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be the most advantageous to the Government, price and other factors considered. Technical and past performance, when combined, is signifi cantly more important than cost or price. Proposals will be evaluated using adjectival ratings based on the following factors (Factors 1 and 2 are more important than Factor 3): FACTOR 1: HISTORICAL/ARCHIVAL EXP ERIENCE AND QUALITY OF WORK--Sub-factor A: Academic training in history; military history; US military history; modern US military history (post-1945); ditto with a focus on the higher levels of military administration and supply on documentary collection s. Sub-factor B: Demonstrated ability to research and write in the above areas through publications (to include examples of research and writing). FACTOR 2: INFORMATION TECHNOLOGY EXPERIENCE AND QUALITY OF WORK?Sub-factor A: Training in computer software applicable to archival organizational tasks (document collections, WEB sites, finding aids, digitization, etc). Sub-factor B: Demonstrated abili ty to handle above tasks as evidenced by concrete IT projects. FACTOR 3: PAST PERFORMANCE?Sub-factor A: Quality of service, to included the extent that the offeror has demonstrated quality of service on prior and/or recent projects similar in size or scope to those described in the Statement of Work, to include offe ror?s record of performance on previous contracts. Sub-factor B: Timeliness of performance, to include the extent that the offeror has demonstrated timeliness of prior performance. Please include the following in your technical proposal: a current resume, samples of publications (at least one article or essay or significant excerpts from a larger work, or reviews of your work), and descriptions of past work to include a point of con tact, telephone number, and contract number. Limit proposals to 10 pages. Proposals shall be received no later than July 17, 2002 at 3:00pm. An executed SF 1449 shall result in a binding contract without further action by either party. Your proposal shall include the company name, address, telephone number, DUNS number, Tax Identification Num ber, technical description, hourly rate, total price, business size in a completed copy of Representations and Certifications?Commercial Items, and an acknowledgement of all amendments. The offeror agrees to hold firm the prices submitted in the proposal for 60 days from the date and time specified for receipt of proposals. The offer shall submit a statement of agreement with the terms and conditions included in this solicitation.
